General Definition of Work
Performs difficult professional work directing, creating, and executing the comprehensive marketing program, managing and developing public and community outreach, advertising and media plans, production of brochures and other materials, and the website and social media presence, assisting with budget development, overseeing budget administration, and related work as apparent or assigned. Work is performed under the general direction of the Chief Development Officer. Supervision is exercised over all personnel within the division.

Directs, develops, and implements the agency's comprehensive marketing program, making the agency strategic in the marketplace with focused plans to pursue Executive Directors vision.
Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; transfers, promotes, demotes, suspends, and terminates; ensures deadlines for the department are met; develops and achieves high performance and strategic objects for the department; supervises daily operations.
Manages and coordinates public and community outreach.
Develops and executes advertising and media plans; determines publications for targeted advertisements and oversees ad placement.
Oversees public positioning of the agency to the public, riders, and stakeholders.
Supervises communications with riders, the general public, media and internal staff. production of special brochures and special projects that educate the community about the bus services along with other collateral materials.
Provides oversight and development of the agency's website and social media presence.
Ensures departmental compliance with policies and procedures; oversees department contractor and services procurements; identifies resource needs and represents department in budget development process; reconciles contractor invoices, ensuring proper allocation to appropriate grant funds as required; oversees budget administration.
Develops and produces communications for a variety of audiences.
Coordinates special events and projects as required.
Functions as primary outward facing media liaison :
- Serves as the primary point of contact for all media inquiries directed to the Executive Director, ensuring timely, accurate, and professional responses.
- Prepares and coordinates press releases, talking points, speeches, and interview materials for the Executive Director.
- Accompanies the Executive Director to public events and media engagements to manage press interactions and ensure consistent messaging.
- Monitors media coverage related to the agency and provides timely summaries and strategic recommendations to the Executive Director.
- Builds and maintains positive working relationships with journalists, editors, and media outlets to support the Executive Director’s visibility and reputation.
- Coordinates crisis communications, serving as liaison between the Executive Director, media outlets, and agency leadership during urgent or sensitive situations
Minimum Qualifications
Bachelor's degree in marketing, public relations, journalism, advertising, or related field and Minimum 10 years’ experience in marketing, media relations, public relations, digital and print production, social media platforms, personnel management, or equivalent combination of education and experience.
Special Qualifications
Valid driver's license in the Commonwealth of Virginia
Job Specifications
Comprehensive knowledge of strategic planning, public relations, publicity, and printing and design; comprehensive knowledge of current communications and marketing tools, technology, platforms, and practices particularly with social media; comprehensive knowledge of working with the media, high level elected officials, and key stakeholders; comprehensive knowledge of writing and editing for a variety of print and digital communications including marketing collateral and print/digital publications; comprehensive knowledge of print and digital project management including daily website and social media management; thorough knowledge of organization rules, regulations, and practices and procedures; thorough knowledge of current literature and recent developments in the field; general knowledge of data processing practices.
Skill in planning, budgeting, supervision, public relations, and advanced writing; skill in video and graphics production; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment.
Ability to communicate effectively orally and in writing; ability to trouble shoot, train staff, and develop basic websites/digital solutions; ability to edit efficiently and accurately; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with business and community leaders, contractors, elected officials, executive management, other departments, outside agencies, vendors, and the general public.
Working Conditions
This work is mostly sedentary and requires little exertion of force with occasional lifting of less than 40 pounds; work frequently sitting and using hands to finger, handle or feel and occasionally requires standing, walking, speaking or hearing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather) and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
