OVERVIEW
Assists the Coordinator in managing the agency's program providing community skills development and rehabilitative skills training for adults with intellectual disabilities and/or developmental delays at local activity centers throughout the Planning District. Acts as Coordinator in the latter's absence. Work is performed under general supervision and is guided by agency policies and procedures, quality assurance, public and private payor guidelines, professional practices and including ethical standards related to client interactions, state and federal licensure and accreditation regulations and guidelines.
DUTIES AND RESPONSIBILITIES
- Assists in managing the operation of the program including: staff recruitment and development, shift scheduling, supervision of staff and evaluation; individuals family screening and registration; individuals programming development and evaluation; program record-keeping and reporting; individuals and staff records maintenance; safety program policy and procedures; program health and safety and program rules.
- Assist in overseeing all day support services to include Group Day, Community Engagement, Customized Rate, and Intermediate Care Facility contracted day services,
- Assist in overseeing Horticulture program to include operation of greenhouses, wholesale procurement, retail sales, crop growth and maintenance, and advertisement.
- Assist in overseeing medication administration, medication transfer/disposals, training, and policy development.
- Monitors individual documentation, programs and facilities for compliance to program, agency, licensure, quality assurance and Medicaid and other payor policy, standards, guidelines and requirements.
- Assists with the assessment of center service needs and revenue generation.
- Assists in monitoring the program budget and revenue periodically and implements resource or service adjustments as appropriate.
- Manages site supply inventories.
- Assists in monitoring service delivery and participant status against program objectives.
- Monitors and investigates incident reports and recommends appropriate corrective action.
- Assists in the dissemination of population relevant professional knowledge and regulatory developments.
- Attends meetings and represents the Coordinator and agency in communicating and/or promoting the mission, values, and goals of the program.
- Supervises individual participant service, discharge and crisis intervention plans.
- Assists with the supervision, hiring and scheduling of staff and volunteers.
- Visits referrals in State institutions and nursing homes yearly; participates in discharge planning.
- Writes grants to secure funding, etc.; coordinates grant implementation and completes all required documentation and reporting for awarded grants
- Ensures program maintains all State Licensure and Medicaid Standards for ID Day Support and Waiver.
- Assists in the development and implementation of program methods and procedures and monitors and enforces compliance.
- Enforces health and safety regulations and conducts periodic safety drills and inspections.
- Performs intake of new participants including orientation activities, enrollment documentation, psychosocial assessments, prior authorizations, treatment plans, progress notes, etc.
- Participates in Intellectual Disabilities Services meetings.
- Oversees input of service and other documentation to the electronic records system.
- Supervises and monitors the preparation of periodic assessments of center participants.
- Provides internal quality assurance reviews of documentation.
- Assists with agenda preparation and facilitation of staff meetings.
- Prepares letters, memorandums and program reports that address program goals, consumer issues, facility updates and recommendations and program progress.
- Advocates on behalf of members.
- Acts as Coordinator in the latter's absence.
- Does related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of the common disabilities and of the theories, principles and practices relating to the care and behavioral management of the intellectually-disabled and developmentally-delayed populations and associated age related issues
- Thorough knowledge of the principles, practices, and techniques of prevocational and vocational training; thorough knowledge of day care/day support programming
- Considerable knowledge of the employers and service providers of the region
- Considerable knowledge of licensing requirements for the program and facility
- Thorough knowledge of social casework management, including need assessment and supportive level counseling; considerable knowledge of crisis prevention and intervention skills applicable to the intellectually disabled
- Considerable knowledge of the principles and techniques of group training
- Considerable knowledge of business and human resource management principles and practices
- Ability to establish effective working relationships with a variety of others
- Ability to supervise and plan the work of subordinates
- Ability to establish rapport with intellectually-disabled individuals
- Ability to collect, compile and evaluate electronically sourced or other sourced statistical and financial data and prepare recommendations and reports, etc.
- Ability to maintain an effective working relationship with employers and representatives of private and public agencies
- Ability to communicate effectively orally and in writing
- Ability to function calmly in stressful situations
- Ability to conduct effective interviews, observe, assess and record individual behaviors and functioning and develop treatment and service plans
- Ability to operate a vehicle
TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCE
REQUIRED
- Bachelor's Degree in the Behavioral Sciences/Human Services is required, or at a minimum, the candidate must be in the process of obtaining a Bachelor's Degree, providing ongoing progress updates to the program coordinator, to include an expected completion date.
- One year of experience working directly with individuals who have developmental disabilities
LICENSURE AND CERTIFICATIONS
REQUIRED
- Valid Virginia driver's license.
ENVIRONMENTAL AND PHYSICAL EXPOSURE
Work involves some exposure to disagreeable environmental conditions such as the requirements to interact with clients having poor hygiene and/or illness or are potentially hostile; drive a vehicle in inclement weather; lifting moderate weight objects in connection with the operation of the facility; is occasionally interrupted during off-hours with stressful or emergent calls.
