Construction Inspector - Water - Virginia Beach
Job Summary

Functions in our group include safety, project field management, construction management, quality control, start up and decommissioning and field engineering.
Be the day-to-day on-site representative of the Owner(s) and look out for their best interest. Be the on-site liaison representing the Owner(s) in day-to-day communications with the general contractor (GC), subs, suppliers and other service people working on the job. Monitor job construction progress. Monitor safety conditions, and report issues to the GC, who has prime responsibility for all job safety matters. Appraise Owner(s) if unsafe working conditions exist and persist, and of potential liability concerns. Monitor, and participate in, the construction QA/QC program. Verify that the QA/QC requirements of the contract are being met. Promote communications between the construction team (GC and subs) and designer team (EOR & subs).

Key Responsibilities
- Participate in Pre-Construction Conference (normally chaired by the EOR’s PM)
- Prepare project communications plan
- Set guidelines for meetings and written communications
- Plan for various approvals and documentation. *example provided
- Organize and conduct regular job progress status meetings
- Prepare and distribute agendas and conference notes. “example provided
- Participate with GC personnel in QA/QC activities
- Review, certify and file the field testing reports.
- Water pipe pressure testing (mostly DIP, SS and PVC)
- Hydrostatic testing of tanks and water containing concrete structures
- Gas pipe pressure testing
- Low-pressure testing of gravity piping
- Concrete pre-pour documentation
- Review test reports of 3rd party testing lab for spec compliance
- Monitor 3rd party testing to assure correct number and types of tests are being conducted
- Take and file daily photos of construction activity and progress. Document conditions which will not be viewable later (example — underground piping)
- Review status of Building Permits (permits are generally a GC responsibility)
- Assure that all Building Permits required are obtained
- Make sure all Building Department inspections are happening
- Verify permit close-out, and that Certificates of Occupancy are obtained, where applicable
- Review and certify GC Pay Applications. *example provided
- Review earned value (% complete) for all SOV line items
- Make sure the work complete claimed is accurate
- Resolve discrepancies with the GC
- Verify materials/equipment and associated documentation for any stored materials claims
- Verify that all other deliverables have been received and are complete and correct
- Perform final check of math associated with the pay application
- Sign and certify the final pay application
- Review and certify Change Orders (COs) and Potential Change Orders (PCOs)
- Evaluate validity of PCO/CO request. (Is there a valid need for a change, and does the proposed change meet the need? Is the proposed change the best and most cost-effective way to meet the need?)
- Review PCO and costing backup for completeness and accuracy
- Perform a “reasonableness review". Typically, a separate budgetary estimate to make sure the PCO cost is fair and reasonable
- When all issues are resolved with the GC, review the PCO with the Owner(s)
- When the Owner(s) are in concurrence with the PCO, execute a formal CO. Usually, a CO will include more than one PCOs but not always
- Assist in processing and expediting Requests for Information (RFls). EOR has prime responsibility for review and approval
- Review status on turn-around of RFls and Submittals from EOR to GC, and vice versa. Normally done in conjunction with the Weekly meetings
- Note and document construction issues
- Coordinate with GC, Owner(s) and EOR on solutions. Sometimes resulting in PCO/CO
Management Responsibilities
Preferred Qualifications
- Associate's degree in a construction-related discipline or craft apprenticeship preferred
- At least 5-10 years field experience related to construction
- OSHA 30-hour Training — Construction Safety and Health
Minimum Qualifications
- 5-10 years field experience.
- All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds.
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.
• Full range of motion and flexibility consistent with requirements of the job duties.
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure.
• Requires repetitive movement.
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds.
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Requires working in cramped work spaces and getting into awkward positions.
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc.
• Requires working in extremely bright or low lighting conditions
• Includes exposure to sounds and noise levels that are distracting or uncomfortable.
• Work around hazardous equipment.
• Typical office environment.
• This position is considered a safety sensitive position.
