MSM Technology, LLC is a fast-growing government contracting firm dedicated to delivering high-quality, mission-critical solutions to federal agencies, including the Department of Homeland Security (DHS), Department of Defense (DoD), and the Department of State. We are seeking a highly experienced and motivated Capture Manager/Business Development Manager to drive strategic growth in the federal contracting space. This high-energy, results-driven leader will have a proven track record in identifying, qualifying, and capturing government contract opportunities. The ideal candidate possesses deep expertise in the federal acquisition lifecycle, established relationships with government agencies and industry partners, and the ability to lead and support teams in developing winning proposals. Key responsibilities include:
- Conduct Market Analysis & Competitive Intelligence research on customer requirements, acquisition trends, and competitive landscape to inform bid strategies.
- Support full scope capture to include PWin, external/internal analysis, strategy development, and action plan development.
- Engage and maintain customer & partner relationships with key government customers, industry partners, and stakeholders to position the company for future opportunities.
- Assist and/or lead the full lifecycle of business capture, including opportunity identification, qualification, strategy development, teaming arrangements, and proposal execution.
- Maintain and update pipeline to ensure data integrity within CRM and business development tracking tools.
- Assist and/or lead to identify and negotiate teaming agreements, subcontracting arrangements, and strategic partnerships to enhance the company's competitive position.
- Coordinate with business development, proposals, and technical teams to develop win strategies and capture plans.
- Support the development and submission of proposal materials in alignment with capture strategies.
- Develop and track capture metrics and performance indicators to ensure successful execution and closure of opportunities.
- Attend, participate and capture key take-aways, customer needs, customer painpoints from industry events or forums as requested
- Participates in special projects as required.
Required Skills:
- Bachelor’s degree in IT, Business Management (Marketing, etc.), or related field (years of experience may be used in lieu of degree).
- Minimum of 6 years of progressive experience in government contracting, business development, and capture management to include strong understanding of federal procurement processes, including RFP, RFQ, and IDIQ processes.
- Minimum of 6 years developing business and capture management in IT Services capabilities offerings to the US Federal Government.
- Proven track record of winning federal contracts (DHS, DOD, DOS).
- Experience with leading and managing capture efforts for new business opportunities, primarily within DOD, DHS, and/or DOS.
- Exceptional communication (written and verbal), negotiation, and presentation skills.
- Proficient with MS Office Suite, (Word, Excel, Outlook, PowerPoint).
- Ability to work independently as well as in a collaborative team environment in a fast-paced, deadline-driven environment.
- Proficiency with CRM tools, GovWin, SAM.gov, and other business intelligence platforms.
- Familiarity with APMP and/or Shipley Capture Management experience.
Preferred Skills:
- Strong understanding of federal acquisition regulations (FAR, DFARS), procurement vehicles (GWACs, IDIQs, BPAs), and government contracting trends.
- Established relationships along with a broader understanding of Defense and Federal Civilian Agencies is a plus.
- Capture Management certifications (e.g., APMP Capture Management or Shipley Certification).
- Previous experience working with large prime contractors or as a prime contractor.
- Basic technical understanding of IT modernization i.e. Data Centers, Infrastructure, Networks, Cybersecurity or Data Management - and a desire to learn more.
