Leidos is in search of an experienced and motivated Logistics Manager to join the Antarctic Support Contract (ASC) team. In support of the National Science Foundation (NSF), the Peninsula Logistics Manager is responsible for all ASC logistics activities associated with the Peninsula Area. Peninsula Area responsibilities include logistics support of Palmer Station, Antarctic Research Vessels (ARVs), field deployments, and special projects, as well as management of logistics and warehouse operations in Punta Arenas, Chile and ships' agents. Develops and manages Annual Program Plan. Responsible for cargo and materials tracking and delivery, scientific samples transport to grantees' institutions in the U.S. and abroad. Facilitates local and foreign port procurement of materials and services in support of operations. Communicates directly with multiple ASC functional areas, grantees and the Chilean sub-contractor for planning and operations purposes. Coordinates documentation, procedural development and SOP maintenance. Directly supervises Peninsula contract staff.

*** Deployment to Antarctica may be necessary at the discretion of management (about 25%). The candidate in the position must complete the physical and dental examinations required by the NSF for deploying to Antarctica. ***

Due to contract requirements, US Citizenship is required.

Must obtain a Public Trust security clearance prior to start date. This process could take up to 4 months.

The anticipated salary range for this role is $90,000 - $105,000 annually, along with bonus pay during deployment.

About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF's Office of Polar Program's Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

  • Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.

  • Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

The Challenge:

  • Supervise and manage a team of 2 logistics professionals.

  • Provide direction and oversight over Peninsula and Chilean-based subcontract staff.

  • Manage and develop port agent and Peninsula logistics budgets in preparation for the annual program plan.

  • Manages ASC warehouse in Punta Arenas, with assistance of local agents, by maintaining cargo inventory and conducting annual physical inventory of warehouse materials. Develops warehousing policy and procedures.

  • Serves as contracting officer for South American agent in support of port services, customs documentation and clearance, passenger support and warehouse management. Responsible for monthly invoice reconciliation and subcontract modifications.

  • Develops Peninsula logistics schedule for procurement deadlines to align with Palmer Station and vessel out year schedules.

  • Oversees quality assurance program and practices throughout the cargo movement, science sample shipping and container loading/unloading processes.

  • Oversees procurement process in foreign ports to ensure FAR compliance and reconciles invoices submitted by agents related to operational expenses incurred in port.

  • Manages inventory control procedures within ASC operational sections. Establishes procedures for storage, material receipt, issue, and hazardous materials control in conjunction with the ASC Supply Manager. Is responsible for maintaining data processing and file management within MAXIMO.

  • Responsible for tracking samples and cargo movement through the supply chain from Palmer Station, research vessels and field camps to grantees' institutions. Regularly communicates with Chilean sub-contractor, USAP logistics personnel, Marine Science support staff and grantees throughout process.

  • Utilizes MAXIMO for materials tracking and runs periodic reports for all cargo movement within the Peninsula Area of operations, including materials ordered for Palmer Station, research vessels, field camps and grantee supplies and equipment.

  • Maintains valid certification for shipping dangerous goods in accordance with International Civil Aviation Organization (ICAO), International Maritime Dangerous Goods (IMDG) and the U.S. Department of Transportation, Title 49CFR. Acts as point of contact for the Peninsula Area for matters pertaining to the documentation and shipping of dangerous goods.

  • Fields and troubleshoots cargo queries presented to the Logistics department regarding cargo loading/staging issues and any other Logistics-related discrepancies that may arise.

  • Facilitates all vessel cargo evolutions for conducting port call activities at Punta Arenas, Chile, Palmer Station, Antarctica, and other international ports as required to support science cruise schedules.

  • Reviews and processes Operational Notices, Support Information Package, and Research Support Plans for Peninsula cargo and samples planning and materials purchases.

  • Responsible, in collaboration with the Peninsula Logistics Supervisor, for ordering materials necessary to support packing and warehousing operations, with specific attention to materials in support of the shipment of science samples.

  • Ensures capital equipment responsibilities are maintained to include inventory, documentation, and proper disposal.

  • Works in conjunction with Chilean sub-contractor to maintain and revise relevant SOPs and facilitates training of sub-contractor staff.

  • Works with minor subcontract representative to establish port agent subcontracts for ARVs in foreign or other ports outside South America.

  • Participates in ASC meetings and conferences. Interacts with the National Science Foundation, military and other agency officials. Prepares written correspondence and reports, while handling confidential matters in accordance with management policy.

  • Assists the T&L Manager and Palmer Area Directorate in development of program plans.

  • Works with T&L hiring managers to recruit and deploy Palmer Station seasonal logistics Specialists.

  • Responsible for implementing and maintaining a safe workplace program, and ensuring safety is the highest priority in the workplace.

  • Participates in minor and major capitalization projects as required, representing Peninsula logistics as the subject matter expert and liaison for logistics support. Provides status updates of projects and related activities as necessary.

What Sets You Apart:

  • Bachelor's Degree with 8+ years of prior relevant experience or Master's Degree with 4+ years of prior relevant experience. Experience in lieu of degree will be considered.

  • 8+ years of experience working in a logistics and/or supply chain environment.

  • Minimum of 4+ years of experience supervising or leading teams or projects.

  • Experience with automated data processing systems as applied to logistics functions is required.

  • Demonstrated complex problem solver.

  • Must be in possession of or have the ability to obtain and maintain valid certification for shipping dangerous goods in accordance with International Civil Aviation Organization (ICAO), International Maritime Dangerous Goods (IMDG) and the U.S. Department of Transportation, Title 49CFR.

You May Also have:

  • Degrees with an emphasis on transportation, supply chain, or material management preferred.

  • Familiarity with government supply and transportation systems is desirable, as is experience with remote site logistical support.

  • Bilingual and fully fluent in English and Spanish (both written and verbal).

Pay Range:

Pay Range $78,000.00 - $141,000.00
