Sparks Group, partnered with a renowned forward-thinking government contractor is seeking an experienced Senior Acquisition & Contracts Manager (Top Secret Clearance Required) to support high-profile Department of Defense (DoD) programs through all phases of the federal acquisition lifecycle. In this role, you will provide strategic acquisition and contract management support for pre- and post-award activities, develop and review critical acquisition documentation, ensure compliance with DoD regulations and federal contracting requirements, and serve as a trusted advisor to government stakeholders. Key Responsibilities
- Manage and support the full federal acquisition lifecycle, including pre-award and post-award contract administration.
- Develop, review, and coordinate acquisition documentation including Acquisition Strategies, Statements of Work (SOWs), funding documents, contract packages, and decision memorandums.
- Ensure compliance with DoD acquisition regulations, contractual requirements, and organizational policies while identifying and mitigating contractual risk.
- Serve as a trusted advisor to government stakeholders by providing acquisition guidance, contract support, and regulatory expertise throughout the program lifecycle.
- Lead complex acquisition efforts independently while mentoring junior team members and collaborating with cross-functional internal and external partners.
Key Requirements
- Bachelor's degree with 7+ years of experience supporting U.S. Government or DoD acquisition and contract management programs.
- Demonstrated experience administering and negotiating federal contract types, including Firm Fixed Price (FFP), Time & Materials (T&M), and Cost-Reimbursable contracts.
- Proven ability to negotiate and administer teaming agreements, non-disclosure agreements (NDAs), subcontract agreements, and review contract terms and SOWs for risk mitigation.
- Active Top Secret security clearance with the ability to travel up to 25% as required.
- Strong knowledge of federal acquisition regulations, contract administration, stakeholder management, and complex problem-solving.
Preferred Requirements
- 10+ years of DoD acquisition experience supporting major defense programs, including F-35, F-22, or other weapons systems.
- Knowledge of DoD 5000 acquisition framework, PPBE/budget processes, and experience supporting classified programs.
- Active TS/SCI clearance and/or professional certifications such as PMP, DAU, or NCMA (CPCM, CFCM, or CCCM).
