HM&E System Support Program Analyst

THOR Solutions is actively seeking a Program Analyst to support Hull Mechanical and Electrical (HM&E) system support efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Provide subject matter expertise applying professional engineering knowledge and concepts in support of initiatives associated with maintenance, repair, and modernization of U.S. Navy surface ships.
  • Act as point of contact for common engineering systems to include main propulsion, deck equipment, auxiliaries, environmental, damage control and common distributive systems.
  • Execute a wide range of engineering assignments focused on resolving a variety of complex problems associated with current readiness, maintenance, repair and modernization.
  • Provide and assist with technical expertise and research in support of assigned systems casualties, troubleshooting, maintenance, repair, and operating procedures. Submit a monthly report of work including specific task, system casualties, root causes and corrective actions recommended.
  • Research and report technical recommendations associated with maintenance, repair and operating procedures for assigned HM&E systems.
  • Participate in lifecycle and sustainment initiatives advising and assisting the technical community in development and implementation of improvements strategies, policy, and procedures.
  • Assist reviewing and validating Joint Fleet Maintenance Manual (JFMM) change requests.
  • Review Departure from Specifications (DFS) and provide technical recommendations to Force Engineer and Type Desk representatives including risk assessment and potential repair options.
  • Assist development and review of NAVSEA and TYCOM engineering technical advisory messages providing both technical and administrative recommendations.
  • Provide monthly reports on JFMM change proposals, DFS, and technical advisories with a summary of recommendations.
  • Interface with RMC/NAVSEA representatives to address common equipment discrepancies and evaluate possible short-term and long-term corrective actions.
  • Participate in various maintenance forums including Reliability Centered Maintenance (RCM) Workshops, Fleet Maintenance Effectiveness Reviews (FLEETMER), Propulsion Executive Steering Committee (PESC), and Life Cycle Maintenance and Sustainment working groups.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding HM&E systems engineering support.
Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.


Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required: This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance. A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities: 
  • High School diploma, GED, or equivalent.
  • At least twenty (20) years of experience as military, civil service, or contractor (E-7 or GS-12 equivalent) with shipboard engineering and maintenance experience.
  • Five (5) years experience with ship design, operation, maintenance, troubleshooting and testing of general shipboard HM&E systems and related equipment.
  • Five (5) years experience within last five (5) years of ship maintenance availability planning and execution of industrial work and repair functions supporting USN surface ship operation and/or maintenance.
  • Five (5) years experience in developing, tracking, and monitoring metrics and/or conducting deep-dive analysis of various naval HM&E system and equipment.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
