GENERAL HYBRID STATEMENT :

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority's telework policy.

MINIMUM QUALIFICATIONS

Education

  • Bachelor's degree in electronics technology, information systems, technical discipline, or a related field
    • In lieu of an Bachelor's degree, a high school diploma and four (4) years of relevant train control systems, communication networks, and/or engineering experience, in addition to the experience stated below, will be considered

Experience

  • A minimum of ten (10) years of collective experience in train control systems, communication networks, and/or engineering which includes at least five (5) years in a supervisory /managerial capacity, managing or leading a staff of employees or contractors

Certification/Licensure

  • Roadway Worker Protection (RWP) Level 2, within 1 month of hire
  • Valid Driver's License

Preferred

  • Cisco Certified Network Professional (CCNP), Certified Telecommunications Network Specialist (CTNS)
  • Bachelor's degree in Engineering, technical discipline, or a related field

SUMMARY

The Senior Director, Communications and Signal Maintenance is a member of the senior leadership team within Communications & Signaling and is responsible for the oversight of the Automatic Train Control and the Communication Systems maintenance teams. The Senior Director manages and directs programs to maintain system-wide the train control, communication, and radio network infrastructure in a state of good repair. The incumbent oversees the effective leadership, administration, financial stewardship, customer service, planning, performance, and assists in training/development of employees within the offices of Signal Maintenance and Communications and Radio Network Maintenance. Additionally, the incumbent is responsible for enhancing the safety vision, communicating safety expectations, and maintaining accountability for the group's safety performance. The incumbent develops and implements policies, procedures, and programs to ensure cost effective and efficient management of these maintenance offices. The incumbent ensures that maintenance programs are designed to meet established department and WMATA goals to provide safe, efficient, and reliable transit services. Furthermore, the incumbent assists in the development of key performance metrics and oversees the team performance to ensure effective implementation of programs.

ESSENTIAL FUNCTIONS

  • Provides visionary leadership, strategic direction, and operational management to effectively address the Authority's goals for a comprehensive emergency preparedness and crisis management strategy that satisfies the highest standards and business needs to support system safety and continuity of operations.
  • Leads, manages, and directs the department's overall maintenance initiatives for signal system, video surveillance, access control, radio network, fiber network and SCADA system -field devices to maintain safe systems operations across our rail and bus networks to include field communication, facility access, and train movement capabilities.
  • Ensures priority is given to establishing and implementing management plans and procedures pertinent to identifying and resolving deficiencies associated with train control, radio communication, SCADA system field equipment reporting, facility access monitoring and control, and video surveillance systems to ensure high availability of assets in support of optimal daily operations.
  • Ensures that communications between operating, maintenance, capital delivery and other support areas result in the most efficient and safe preventative and corrective maintenance programs to align teams in order to safely and comprehensively verify functionality or correct defective assets within the areas of communication, radio, or train control systems.
  • Implements programs to monitor maintenance activities through trend analyses, quality control, quality assurance, and safety inspections to ensure prioritization of safety critical work, strategic utilization of resources, and to practice fiduciary responsibility when performing maintenance work.
  • Directs the development of strategic contingency plans, coordinates implementation of emergency response procedures and ensures personnel are properly trained to ensure the safety of workers and customers within WMATA's network is prioritized.
  • Advises the SVP on matters that may have an adverse impact on operations or infrastructure and formulates suitable recommendations for responding to unique situations and problems that arise to support safe and reliable operations and the Senior Vice President's objectives.
  • Ensures properly trained maintenance personnel are available to provide high-quality and reliable services for customers and employees. Directs the development and implementation of effective maintenance training programs to ensure Metro maintains regulatory compliance and worker safety.
  • Stays abreast of the latest developments in the maintenance field, evaluates findings that may be beneficial to WMATA and directs implementation as appropriate. Demonstrates commitment to (external and internal) customer service improvements to meet strategic transformation goal of service excellence.
  • Coordinates/orchestrates a wide range of projects and commitments directly involving the Senior Vice President and their direct reports.
