Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The College is a dynamic learning organization that serves as a regional leader and preferred partner where quality learning experiences enable students to participate effectively in the social, economic, political, intellectual, and cultural life of their communities. Germanna Community College is centrally located in Fredericksburg, VA between Washington D.C. and Richmond and between the Blue Ridge mountains and the Chesapeake Bay. Full of history, the area offers a community rich with the arts, technology, vineyards, hiking, canoeing/kayaking and many other activities.

Reporting to the Vice President of Student Affairs, the Dean of Students is a mission-driven, student-centered, and transformational leader who advances the institution’s commitment to access, equity, innovation, and student success across a multi-campus system. The Dean provides strategic and visionary leadership for student conduct and comprehensive student support services, driving continuous improvement and organizational change that strengthens student engagement, persistence, and completion.

As an innovative change agent, the Dean of Students cultivates collaborative, high-performing teams and champions the redesign of policies, practices, and delivery models to meet the evolving needs of today’s learners. This role leads high-impact, data-informed initiatives that integrate care, accountability, and student success, fostering a safe, inclusive, and student-ready campus environment.

The Dean is responsible for coordinating and administering student conduct policies and procedures; chairing the Behavioral Intervention Team (BIT) and Threat Assessment Team (TAT); and overseeing the implementation and effective use of the Maxient case management and conduct platform to support timely, coordinated intervention and compliance.

The Dean of Students provides leadership and supervision for the following functional areas:

  • Student Success, including Academic Advising, New Student Orientation, Student Development (SDV) courses, and Title IX
  • Accessibility Resources
  • Career and Transfer Services
  • Childcare Assistance Programs
  • Counseling Services and Care Team initiatives, including Great Expectations, High School
  • Career Advisors, SNAP 50/50, Single Stop, and the Food Pantry
  • Student Life and Leadership

Strategic Leadership & Administration

  • Maintain current working knowledge of all VCCS, state and federal policies, procedures and legislation affecting services to students.
  • Provide leadership to planning, implementing, and evaluating strategies to improve student success.
  • Develop programming to remove barriers to student success, enhance student engagement, increase college retention, persistence, and completion.
  • Serve as the supervising Dean for Student Development (SDV) courses.
  • Provides staff with appropriate professional development opportunities.
  • Develop and oversee management of unit budgets to include state and local operational and personnel budgets.
  • Chair the Behavioral Intervention Team, Threat Assessment Team, EAB Navigate Leadership Team, and Violence Prevention Committee. Serve on standing, search, and ad-hoc committees and taskforces, as requested.
  • Assessment and Improvement:
    • Provide leadership to the assessment and planning process for all units.
    • Use insights to improve programs, policies, and services. Lead accreditation or compliance reporting related to student affairs.
    • Review assigned sections of the College Catalog and Student Handbook and other college publications annually.
  • Student Conduct:
    • Serve as the College’s Chief Conduct Officer, responsible for policies and procedures related to Student Conduct, implements educational sanctions and restorative measures to students for violations of the Standards of Conduct.
    • Maintain official student conduct records and respond to authorized background checks for student conduct.
    • Serve as Chair of the Behavioral Intervention Team and Threat Assessment Team. Implement denial or revocation of enrollment processes.
    • Maintain and update the Incident Reporting System (Maxient).
  • Student Life & Engagement:
    • Foster a vibrant multi-campus community through events, traditions and engagement initiatives.
    • Support orientation, transition programs and first-year experience efforts.
    • Provide support and programs for students exploring career options, seeking work experience, and developing post-graduation plans for transfer and work.
  • Student Success & Retention:
    • Implement an Academic Advising model for new and continuing students to help students efficiently meet their goals.
    • Lead initiatives to provide coordinated student care using Navigate 360.
    • Design proactive outreach and services for at-risk students to address external and Internal barriers and provide support.
    • Provide leadership to programs that assist high school students in developing post-secondary educational and career plans.
    • Ensure ADA compliance through the provision of services and appropriate accommodation for students with disabilities.
  • Perform other duties as assigned.
Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Master’s Degree in Higher Education, Human Services, Counseling, or related field
  • Significant leadership experience in student affairs, preferably within a community college or multi-campus institution
  • Demonstrated success in team building, staff development, and organizational leadership
  • Experience managing student conduct processes
  • Proven ability to design and implement innovative, high-impact programs that support diverse student learners
  • Strong communication, collaboration, and problem-solving skills
  • Strong computer and technical skills
  • Ability to work a flexible schedule to include evenings, weekends and some travel for conferences and meetings at the various campus/site locations

Additional Considerations

  • Doctorate in Higher Education, Counseling, or related field
  • Experience with Student Information Systems
  • Knowledge of federal, state, and institutional laws, regulations, policies, and procedures including SACSCOC, Title IX, ADA, FERPA, Behavioral Intervention, Threat Assessment, and
  • Student Conduct
