Program Eligibility Specialist
Position Summary
Provides leasing and program support for the Housing Choice Voucher (Section 8) program by processing applications, determining eligibility, calculating rent and assistance payments, and assisting program participants and landlords. This role involves frequent public interaction and plays a vital role in supporting affordable housing in the community.
Key Responsibilities
- Process and review Section 8 applications; determine eligibility based on income and family size
- Enter and maintain accurate data in tenant-based software and MS Excel
- Calculate housing assistance payments, rent portions, and utility allowances
- Manage the Project-Based Voucher (PBV) program and program waiting list
- Communicate with clients and landlords regarding program requirements, rent, leases, and changes in income or family composition
- Prepare correspondence, notices, contracts, and reports
- Assist with scheduling and supporting Housing Quality Standards (HQS) inspections
- Address client and landlord inquiries and route maintenance or compliance concerns
- Maintain organized electronic and paper records and follow safety guidelines
Minimum Qualifications
- High School Diploma or GED
- Two (2) years of experience involving significant public contact in housing programs, leasing, rent calculation, social services, education, or job training
- Equivalent education and experience will be considered
Preferred Qualifications
- Associate’s or Bachelor’s degree in public administration, social sciences, or related field
- Experience with housing subsidy programs or rent calculation
- Bilingual (Spanish/English) preferred
Special Requirements
- Ability to obtain HCV Rent Calculation Specialist Certification
- Valid Virginia state ID or driver’s license
Working Conditions
- Primarily seated position with occasional standing or walking
- Requires standard vision, hearing, communication skills, and use of office equipment
