Job DescriptionLink Solutions is seeking a Jira Specialist / Business Analyst to join our team supporting the Defense Health Agency in the Northern Virginia Area.
- Must be a U.S. Citizen
- Public Trust Clearance required (Secret preferred)
- Remote position (seeking local candidates only, as occasional onsite work may be required in Northern Virginia with short notice)
The Jira Specialist / Business Analyst supports enterprise system development efforts by managing requirements, backlog processes, and Agile workflows across cross-functional teams. This role translates business needs into structured development tasks while ensuring alignment between stakeholders, technical teams, and program objectives.The position directly supports program objectives by improving delivery execution, requirements accuracy, and system quality through structured analysis and testing processes.
The Jira Specialist/Business Analyst plays a key role in Agile delivery by supporting backlog management, sprint planning, stakeholder coordination, and functional testing to ensure solutions meet operational and business requirements.

Job Responsibilities:
- Gather, analyze, and document business requirements, workflows, and functional specifications.
- Translate business needs into Jira epics, user stories, acceptance criteria, and development tasks.
- Manage Jira backlogs including prioritization, dependencies, sprint items, and workflow tracking.
- Facilitate Agile ceremonies including backlog refinement, sprint planning, and stakeholder discussions.
- Develop and maintain functional test cases, scripts, and user acceptance testing scenarios.
- Execute functional and regression testing to validate system requirements and outputs.
- Document, track, and manage defects in Jira with clear reproduction steps and resolution tracking.
- Collaborate with cross-functional teams to validate requirements and ensure delivery alignment.
- Support stakeholder communication and coordination across business and technical teams.
- Monitor progress and ensure deliverables meet quality, performance, and business expectations.
- Maintain documentation for requirements, workflows, and testing artifacts.

Qualifications- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Public Trust Clearance.
- Bachelor’s degree with five (5+) years of relevant experience or equivalent experience required.
- Experience gathering and documenting business and functional requirements required.
- Strong experience with Jira, including backlog management and Agile workflows required.
- Experience with functional testing, UAT, and defect tracking required.
Preferred:
- Secret Clearance preferred.
- Experience supporting DoW or Defense Health Agency environments.
- Experience working in Agile or Scrum development environments.
- Familiarity with testing methodologies, including regression and acceptance testing.
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication and stakeholder engagement abilities.
