Position Summary:
The Buyer is responsible for the procurement of materials, equipment, and services in support of FMSNA’s ship repair and maintenance operations. The ideal candidate will have experience sourcing both commercial and government contract materials, managing supplier relationships, and ensuring compliance with FAR/DFARS regulations.

Key Responsibilities:

• Purchase materials, supplies, and services in accordance with company policies and procedures.
• Analyze MRP/ERP requirements, project demands, and technical specifications to issue purchase orders (POs) in a timely and cost-effective manner.
• Evaluate vendor quotes and negotiate pricing, delivery terms, and contracts to support project timelines and budgets.
• Track orders and ensure timely delivery; expedite as necessary to meet project schedules.
• Maintain supplier records and monitor performance for quality, reliability, and responsiveness.
• Collaborate with project managers, engineering, and logistics to ensure procurement aligns with operational needs.
• Ensure procurement documentation complies with internal controls and federal acquisition regulations.
• Support small business and socio-economic sourcing goals under federal contracts.
• Resolve invoice discrepancies and assist with supplier payment issues.
• Participate in continuous improvement efforts for supply chain operations.

Qualifications:

• Associate’s or Bachelor’s degree in Business, Supply Chain, or related field preferred; equivalent experience will be considered.
• Minimum of 2–4 years of purchasing experience, preferably in a manufacturing, shipbuilding, or defense contracting environment.
• Strong knowledge of procurement best practices and government contracting (FAR/DFARS).
• Proficiency in Microsoft Office Suite; experience with ERP/MRP systems (e.g., Costpoint, SAP, Oracle) preferred.
• Strong negotiation, analytical, and organizational skills.
• Ability to prioritize multiple tasks and work effectively under deadlines.
• U.S. Citizenship required due to government contract requirements.
• Ability to obtain and maintain a U.S. Government security clearance.

Preferred Qualifications:

• Experience working with Navy or other military contracts.
• Familiarity with ITAR, ISO standards, and DCMA audits.
• Certification such as CPM, CPSM, or APICS is a plus.

Work Environment:

• Office-based position in Chesapeake, VA, with occasional visits to vendors or shipyard locations.
• May involve occasional lifting of packages or materials up to 25 lbs.
