No Job Description: The Product Owner (PO) supports the Case Management Modernization (CMM) Program for the Administrative Office of the U.S. Courts (AO) by defining and managing the product vision, roadmap, and feature backlog for enterprise modernization. Working closely with the Release Train Engineer (RTE), Agile teams, and federal stakeholders, the PO ensures that business priorities are translated into actionable requirements that deliver measurable value. This role bridges strategy and execution-balancing modernization goals, compliance requirements, and user experience outcomes in an Agile and SAFe-aligned environment leveraging React, NodeJS, and AWS technologies. Key Responsibilities:
- Develop, refine, and communicate the product vision and roadmap to align with the CMM modernization objectives and stakeholder priorities.
- Own and manage the program and team backlogs, defining epics, features, and user stories with clear acceptance criteria.
- Collaborate with stakeholders and the RTE to plan Program Increments (PIs) and align feature delivery to business outcomes.
- Serve as the voice of the customer, representing end-user needs and federal business requirements in backlog prioritization.
- Work closely with Scrum Masters, UI/UX teams, and developers to ensure feature intent is clearly understood and implemented.
- Define Minimum Viable Product (MVP) scopes and manage incremental delivery to ensure rapid value realization.
- Participate in system demos and inspect deliverables to validate alignment with program objectives and quality standards.
- Ensure traceability between requirements, design, development, and testing, in compliance with federal documentation mandates.
- Use metrics-driven insights (velocity, feature cycle time, story completion rate) to inform backlog adjustments and performance improvements.
- Support Agile governance and ensure all artifacts meet program documentation and audit standards.
- Program Backlogs & PI Objectives: Well-defined features, acceptance criteria, and prioritization aligned to business outcomes.
- Agile Artifacts: User stories, epics, and sprint goals reflecting modernization and compliance objectives.
- Product Roadmaps: Visualized delivery plans updated per PI cycle, aligned with strategic modernization milestones.
- Stakeholder Reports & Demos: Progress summaries, value delivery metrics, and feature validation results.
- Performance Outcomes:
- 95% of features aligned with stakeholder-approved priorities per PI.
- 10% variance between planned and delivered story points across sprints.
- Measurable improvement in customer satisfaction or usability metrics per release.
- 100% traceability of product requirements through testing and delivery.
- 10+ years of professional experience in IT program delivery, including 5+ years in Product Management or Product Ownership.
- Strong understanding of SAFe, Agile, and Lean product delivery frameworks.
- Demonstrated experience managing large-scale backlogs and multiple Agile teams in a federal or enterprise environment.
- Ability to define business requirements, create user stories, and prioritize work for multi-disciplinary development teams.
- Proficient in Agile lifecycle tools (Jira, Azure DevOps, Rally, Jira Align) for backlog management and reporting.
- Knowledge of DevSecOps, cloud-native development, and modern application architectures (React, NodeJS, AWS).
- Excellent communication and stakeholder management skills, with experience engaging executive sponsors and end users.
- Bachelor's degree in Information Systems, Computer Science, Business, or related field (Master's preferred).
- Experience managing federal digital modernization projects or case management systems.
- Familiarity with Human-Centered Design (HCD) and Agile UX collaboration methods.
- Understanding of FedRAMP, NIST, and Section 508 compliance requirements.
- Experience balancing product ownership and delivery responsibilities within a SAFe Agile Release Train.
- SAFe Product Owner / Product Manager (POPM) - preferred.
- Certified Scrum Product Owner (CSPO) - preferred.
- PMP, PMI-ACP, or Lean Portfolio Management (LPM) - beneficial.
- AWS Cloud Practitioner certification - a plus.
- Jira, Azure DevOps, Rally, Confluence, Miro.
- Collaboration tools: MS Teams, SharePoint, Lucidchart.
- Reporting: Power BI, Tableau, or Jira dashboards.

The likely salary range for this position is $144,410 - $195,378. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
