About The Role

Peraton’s National Programs Business Intelligence Systems & Applications Operating Unit has a need for an experienced Deputy Program Manager (DPM) to support its SITE III Joint Intelligence Operations Center (JIOC) Community of Interest (COI) Task Order. The JIOC program is responsible for developing and maintaining JIOC applications, which focus on Collection Management, Intelligence Surveillance and Reconnaissance (ISR) and intelligence operations that directly support intelligence analysts, operators and collection managers across the Combatant Commands and the Intelligence Community (IC). The contract is tasked with maintaining and enhancing portfolio applications and their capability while identifying future capability needs and eliminating capability overlaps and improve the effectiveness, quality, and robustness of the underlying technology.

The DPM reports directly to the SITE III JIOC Program Manager. In this role the DPM will oversee multiple software development efforts, oversee O&M of deployed software applications, and participate in all levels of planning for future applications and projects. The DPM will coordinate with multiple project leads to gather and access status, ensure timelines are met and take proactive corrective actions as necessary.

The DPM may manage one or more small application O&M projects. Responsibilities include resource planning, interviewing and hiring, extensive interaction with customer leadership to include briefings, presentations and real-time technical exchange meetings. Additional responsibilities include creating cost estimates based on a strong understanding of resources levels and capabilities and creating detailed technical approaches to customer tasking. The DPM will be responsible for oversight and review of monthly deliverables, including the Integrated Management Schedule (IMS), Contractor Roster, and Program Workbook. Other deliverables include creating the monthly Program Management Review in coordination with the SITE III JIOC Program Manager, as well as weekly progress reviews for the customer. Participation in Quality Assurance and Risk Management tasks is also required.

The DPM serves as the backup to the SITE III JIOC program manager for all inquiries from the customer to include financial and contractual topics. As such the DPM must have a complete understanding of the contract deliverables (weekly, monthly, annual) and full understanding of contract funding at the contract level and at the individual applications levels.

Problem solving, flexibility and the ability to collaborate on engineering tasks are key to successfully executing this role. Must be able to take and incorporate feedback and make adjustments to plans as options are developed. Must be able to listen and generate consensus among teams and must be able to convey vision.

Qualifications

Required Qualifications:

• Bachelor's degree in a related field
• 12+ of experience in technical leadership, systems engineering, or program/project management roles.
• At least 4 years in a management capacity
• Active TS/SCI clearance with ability to pass a polygraph
• Experience with and strong understanding of systems engineering lifecycle.
• Detail-oriented, with excellent verbal and written communications skills.
• Experienced in Program management financials and reporting on a T&M contract.
• Full-time work in a SCIF

Desired Qualifications:

• Masters in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
• Experience with intelligence collection management, including current JIOC applications
• Experience with managing software development programs using Agile and/or SAFe
• Experience with architecting solutions using Automation, Artificial Intelligence, and Augmentation technologies.
• Experience with Cloud Foundry or AWS, one or more modern coding languages (Java, Python, Javascript, C#, PHP, etc.).
• PMP
• Security+
• Certified Scrum Master

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
