Project Manager

Position Description:
Network Runners, Inc. is seeking a Project Manager to support the Information Resource Center (IRC) administrative services at the U.S. Trade and Development Agency (USTDA) office in Arlington, Virginia.

Duties and Responsibilities:
• Direct, plan, and coordinate administrative and records management projects in support of the IRC.
• Develop project plans, schedules, budgets, and reports to monitor progress and ensure timely completion.
• Implement and oversee quality control programs to ensure all tasks meet contract requirements and agency standards.
• Analyze business processes, identify opportunities for improvement, and implement best practices.
• Supervise staff and manage contractor personnel, providing guidance, training, and performance feedback.
• Use data and risk management techniques to make decisions, measure performance, and improve outcomes.
• Manage budgets and resource allocation, ensuring compliance with government regulations and policies.
• Provide on‑site technical support during meetings and events, troubleshooting issues with audio‑visual equipment.
• Coordinate with USTDA leadership and stakeholders to communicate project status, risks, and recommendations.

Minimum Qualifications and Requirements:
• At least 15 years of relevant work experience in project management and administrative services.
• Proven leadership, management, and supervisory skills with the ability to organize and oversee multiple tasks.
• Demonstrated experience developing and implementing quality control programs.
• Proficient in project planning, scheduling, budgeting, and reporting using data analysis tools.
• Experience analyzing and improving business processes and creating project plans and process maps.
• Strong interpersonal, oral, and written communication skills.
• Ability to manage risk related to timelines, costs, and compliance.
• Experience with budget management, contractor personnel oversight, and administrative functions.
• Ability to provide on‑site technical support and troubleshoot audio‑visual equipment.
• Bachelor’s degree required, degree in business, management, or a related field preferred.
• Proficient with Microsoft Outlook, Teams, Word, PowerPoint, and Excel; ability to respond flexibly and provide rapid assistance.
• U.S. citizenship and ability to obtain and retain a SECRET security clearance.
