Program Overview
About The Role
Peraton is seeking a Workforce Manager to serve as a strategic and operational leader supporting U.S. Customs and Border Protection (CBP) across multiple Agile delivery teams within CBP analytics and intelligence support programs.
This role ensures workforce readiness, operational alignment, and delivery excellence while promoting Lean‑Agile, DevSecOps, and IT governance best practices. Acting as a trusted advisor to the Program Manager, the Workforce Manager drives coordination, deconfliction, and performance across teams to support mission-critical objectives.
Support will be provided across multiple mission locations:
- Ashburn, VA
- Sterling, VA
- Washington, D.C.
Key Responsibilities
Agile Leadership & Coaching
- Champion Lean-Agile principles and drive Agile maturity across program teams.
- Facilitate program-level ceremonies such as PI Planning, Scrum of Scrums, and Inspect & Adapt.
- Coach Scrum Masters, Product Owners, and team leads on Agile practices, servant leadership, and continuous improvement.
- Promote transparency, predictability, and alignment across Agile teams.
Workforce & Team Management
- Oversee alignment of multiple Agile teams with program priorities, deliverables, and timelines.
- Ensure personnel maintain required certifications, training, and security clearances.
- Monitor team health and performance metrics (e.g., velocity, throughput, predictability).
- Proactively address personnel issues, remove systemic impediments, and foster cross-team collaboration.
Program Governance & Delivery Oversight
- Support the Program Manager in meeting program governance, compliance, and reporting requirements.
- Maintain visibility into program boards, dependencies, risks, and workforce capacity using tools such as Azure DevOps or Jira.
- Ensure adherence to DHS/CBP IT governance standards, cybersecurity policies, and quality assurance processes.
Strategic Planning & Execution
- Translate executive priorities into actionable plans across Agile teams.
- Coordinate cross-team activities to manage dependencies and ensure integrated delivery.
- Support strategic initiatives including DevSecOps maturity, AI adoption, and modernization efforts.
- Identify program and workforce risks and implement mitigation strategies.
Communication & Stakeholder Engagement
- Serve as liaison between executive leadership and delivery teams.
- Prepare executive briefings, workforce reports, and program status updates.
- Facilitate leadership syncs and cross-functional planning sessions.
Continuous Improvement & Workforce Development
- Promote a culture of accountability, collaboration, and operational excellence.
- Implement delivery optimization and team health assessment practices.
- Support workforce development through mentoring, succession planning, and professional growth initiatives.

Qualifications
Required Qualifications:
- 5 years with BS/BA; 3 years with MS/MA; 9 years with a HS diploma/equivalent can be considered in lieu of a degree.
- 3+ years of experience in IT program leadership, Agile program management, or executive‑level support roles.
- Strong understanding of Lean‑Agile, Scrum, and DevSecOps practices in enterprise IT environments.
- Demonstrated ability to manage multiple Agile teams and drive cross‑functional collaboration.
- Excellent communication, facilitation, and organizational skills.
Clearance Requirements
- Ability to obtain and maintain required CBP BI suitability.
- U.S. Citizenship required.
Preferred Qualifications
- Bachelor’s degree in Information Technology, Computer Science, Business, or related field (Master’s preferred).
- Certifications such as SAFe SPC, SAFe RTE, PMP, or PMI‑ACP.
- Experience with cloud platforms (AWS, Azure) and DevSecOps pipelines.
- Familiarity with Azure DevOps, Jira, Confluence, and collaboration platforms such as MS Teams.
- Experience supporting federal or regulated environments (FedRAMP, RMF, ATO processes).
SCA / Union / Intern Rate or Range
Details
Target Salary Range: $86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
