Program Manager (T&E)
- BS Degree in Business Administration, Computer Science, Engineering, or Communications
- Project Management Professional (PMP), Certified Associate in Project Management (CAPM) or similar certification is required
- Must have current working knowledge of the Navy and multi-service missions, operations, logistics, management, and organizational responsibilities. This may be satisfied by officer/enlisted warfare qualification and fleet experience, Navy staff billet, prior recent contractor support roles, or similar examples within the last four years
- Must have 4 years (within the last 6 years) of experience in planning and organizing work tasks, developing test plans, collecting data, and performing reconstruction and analysis for test and evaluation
- Must have working knowledge of the DoD 5000 series, SECNAVINST 5000 series, and OPNAVINST 5000.42 series instructions (Defense Acquisition).
- Demonstrated ability to lead effectively within the naval community and have a demonstrated ability to communicate the results of the operational analysis to sponsoring activities and decision makers.
- Working knowledge of the OPTEVFOR Integrated Evaluation Framework
- DAWIA T&E Level I or equivalent certification is desirable
- Proficient in developing Plan of Actions and Milestones for delivering Operational Test and Evaluation or related products
