Prog Admin Specialist III
- Customer Response: Respond to public inquiries by phone, e-mail, letter, etc. and attend public hearings for major studies and construction projects. Develop and make presentations to government and civic groups on transportation planning and land development.
- Planning Activities for Urban, Rural and District Programs: Manage, plan and coordinate district planning activities for urban, rural and district programs. Provide technical assistance, guidance and leadership to district staff, local planning commissions and organizations, and local governments to meet FHWA, TMPD and district goals and objectives. Support district's MPO and PDC urban and rural transportation planning programs as VDOT's representative on Boards and Committees. Serve as liaison in planning matters involving internal and external customers.
- Support District PIM section and Project Development: Coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts.
- Technical Assistance and Review: Assist with land development reviews for local jurisdictions to include rezoning, subdivision, site plan and record plat reviews to Residencies.
- Transportation Planning Studies: Develop, conduct, manage and participate in transportation planning studies to include corridor, access management, crossover and interchange studies, etc. Review and administer RFPs, scope of work, contract and vouchers for annual State Transportation Planning Grants, On-call consultants and Rural Transportation Planning and Multimodal grants.
- Travel Demands Preparation: Lead the preparation of local and regional travel demands. Provide reports and models for traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.
- Ability to apply transportation planning principles and practices to a variety of complex projects.
- Ability to manage financial resources.
- Knowledge of state and federal regulations governing the transportation planning process, highway programs, policies and procedures.
- Knowledge of transportation planning and the relationship between federal, state and local planning agencies.
- Knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
- Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function.
- Ability to manage financial resources.
- Ability to organize and analyze transportation data.
- Ability to supervise, lead and coach others.
- Experience applying transportation planning principles and practices to a variety of complex projects.
- Knowledge of federal, state, local regulations governing highway programs and transportation planning and land use processes.
- Knowledge of transportation planning, the relationship between federal, state and local planning agencies.
- Skill and ability to interact and communicate effectively orally and in writing with employees, citizens and government officials.
- Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function.
- Skill in the use of computers and software applications.
- A combination of training, experience, or education in Civil Engineering, Transportation Planning, Urban Planning, Regional Planning or related field desired.
- AICP certification.
- Progressively responsible management experience in planning and land development.
