GENERAL DEFINITION OF WORK

Performs difficult professional and administrative work in planning, organizing, and monitoring Senior Services financial activities; does related work as required. Work is performed under general supervision. Supervises Bookkeepers, Assistant Bookkeepers, and Accounting Clerk. Functions as the Chief Financial Officer in his/her absence.

TYPICAL TASKS

  • Assist with the preparation of contracts for client services.
  • Provides technical assistance to internal and external customers on contract compliance, as necessary.
  • Prepares periodic reports to federal, state, local and private funding sources.
  • Assists CFO in managing cash, payroll, accounts receivable, and accounts payable functions and month-end reporting.
  • Budget preparation and analysis as requested.
  • Interfaces with funding source personnel as needed.
  • Prepares monthly agency financial statements.
  • Makes recommendations to improve efficiency and meet internal compliance requirements.
  • Conducts special fiscal and production analyses as requested.
  • Prepares year-end audit schedules as needed.
  • Review and post batches prepared by the Bookkeepers.
  • Responsible for participating in the recruitment for assigned accounting employees and volunteers.
  • Reviews employee payroll time sheets for accuracy of hours, accounts charged and submits to payroll within established timeframes.
  • Performs additional tasks as required.

KNOWLEDGE, SKILLS, AND ABILITES

  • Thorough knowledge of general accounting functions, including accounts payable, principles and practices of full charge accounting and budgeting in non-profit and/or government setting.
  • Ability to conduct year-end audit close including preparation of work papers for Fixed Assets, Inventory, and other schedules.
  • Ability to prepare informative financial reports.
  • Advanced ability to use personal computer and working knowledge of database, spreadsheet, word processing and other software currently used by the Agency.
  • Must be able to understand and decipher contracts to ensure their compliance with Agency needs and Federal and state laws and regulations.
  • Able to plan, organize, direct, and evaluate the work of subordinate employees.
  • Must be able to establish and maintain effective working relationships with all contacts.

Requirements

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Accounting, Business Administration, or Economics required.
  • Requires 3 years’ experience in performing computerized general accounting functions, to include accounts payable and Full Charge activities.
  • Must possess a current valid Virginia Driver’s license and meet the agency driving eligibility standards.
