Psychologist Program Manager (PCMHI)

Summary

This position is located within the Department of Veterans Affairs (VA) - Veterans Health Administration (VHA) - VA Mid-Atlantic Health Care Network (VISN 6) - Hampton Veterans Affairs Medical Center (HVAMC) - under the Mental Health and Behavioral Sciences Service Line (MHBS). This position is aligned with the Primary Care-Mental Health Integration (PCMHI) Program and is located at the North Battlefield CBOC. PCMHI integrates mental health services into primary care.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005 - Part II - Chapter 3 - section A - paragraph 3j
  • Education: Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA) - the Psychological Clinical Science Accreditation System (PCSAS) - or the Canadian Psychological Association (CPA) at the time the program was completed
  • The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed...OR..
  • Have a doctoral degree in any area of psychology and - in addition - successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program
  • (b) The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed
  • NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program - which includes completion of an APA or CPA internship.....OR..
  • Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution - with a dissertation primarily psychological in nature
  • AND Internship: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed...OR..
  • New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement - provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern...OR..
  • VHA facilities that offered full-time - one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement...OR..
  • Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed
  • (NOTE: Once board certified - the employee is required to maintain board certification...OR..
  • Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program
  • If the internship experience is not noted on the applicant's official transcript - the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program
  • Licensure: Hold a full - current - and unrestricted license to practice psychology at the doctoral level in a State - Territory - or Commonwealth of the United States - or the District of Columbia
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Grade Determinations: Psychology Program Manager - GS-14 (a) Experience
  • At least three years of experience as a professional psychologist - with at least one year equivalent to the GS-13 grade level

Duties

  • Responsibilities include ongoing evaluation of staffing needs and personnel assignments - periodic updating of position descriptions and functional statements - coordination of competency evaluations - completing performance appraisals - and professional and administrative supervision as appropriate and necessary

  • PCMHI Behavioral Health Lab Measurement Based Care b
  • The National PCMHI Competency Training Program c
  • PCMHI Self-Management Support Programming d
  • PCMHI Research Development and Implementation Clinical Duties Provides services at all levels of complexity and consults with peers and supervisors
  • Provide Health Behavior Services throughout the Medical Center
  • Responsible for timely completion of all clinical charting and documentation required by the medical center or healthcare system
  • Conducts functional assessments by clinical interview - objective and/or projective testing - intellectual assessment - organicity screening - and behavioral observation
  • Plans and carries out individual - marital - and/or group psychotherapy with the most difficult cases
  • Provides assessment - therapy - education - and support services for - and interacts with patients of all ages
  • Serves as a consultant - adviser - and resource person - not only to lower grade level psychologists - but to staff members of other disciplines - operating officials - and others - including community resources
  • Establishes and maintains appropriate records in conformance with VA - medical center - service line - Joint Commission - CARF - and other applicable standards
  • Remains cognizant of professional techniques and developments in the assigned specialty area and applies them to his/her work
  • Subscribes to and abides by the ethical standards as described by the American Psychological Association
  • Administrative Duties Responsible for the professional practice of staff
  • Consults with and serves as a resource for other professional staff
  • Serves as a member of the Mental Health Executive Council
  • Works with policy - procedures - and initiatives that are complex in scope
  • Resolves staff conflicts which might interfere with the delivery of services Identifies continuing education and training needs
  • Interviews and recommends candidates for positions Determines disciplinary action when appropriate
  • Academic/Teaching/Training Delivers training to new employees
  • Provides consultation and training to Primary Care Service Line
  • Engages in program development with other program managers and leads
  • Develops and/or makes available relevant education and training programs
  • Serves as a consultant to other medical center staff
  • Involved in Psychology Training Program and Training Committees
  • Assumes responsibility for personal professional development
  • Program Evaluation/Research Coordinates ongoing Process Improvement Projects
  • Ensure compliance with VHA directives and Joint Commission standards
  • Utilizes VHA Support Service Center and PCMH Dashboard to monitor data and performance monitors
