About the role:

Bixal is seeking a Product Manager to join our digital services team supporting a large-scale public sector web and application modernization initiative to deliver flexible, secure, and citizen-centered digital services across government entities. The Product Manager will lead the development and continuous improvement of a modern, accessible, and scalable content management system (CMS) that provides reusable, user-friendly website templates aligned with user needs as well as government digital and brand guidelines.

This position sits at the intersection of technology, design, and public service, ensuring that the CMS platform and related application services evolve in alignment with government priorities of transparency, accessibility, and user-focused design goals. The Product Manager will work within an Agile delivery framework, collaborating closely with stakeholders, user representatives, and the technical delivery teams to define the product vision, manage priorities, and deliver measurable outcomes.

This project-based position is contingent on contract award, with an anticipated performance period of a two-year base period with up to three (3) one year (1) option periods. There is potential for occasional travel for on-site meetings and working sessions (Colorado) at the discretion of the client. Compensation:

The salary range for this role is $120,000 – $140,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities:

Product Strategy & Delivery

  • Own product vision, strategy, and roadmap for the CMS and related application services in alignment with government digital standards.
  • Define and prioritize features through a transparent product backlog, ensuring traceability between user stories, acceptance criteria, and measurable outcomes.
  • Balance user needs, policy priorities, budget, and technical feasibility to deliver maximum public value.
  • Drive the product lifecycle from discovery and prototyping through deployment and continuous improvement.
  • Shape and execute a roadmap aligned with evolving user needs and program priorities.
  • Define and monitor success metrics that reflect business outcomes, accessibility and user satisfaction.
  • Translate complex policy and operational requirements into actionable product features.

Stakeholder Engagement

  • Act as the primary liaison between agency stakeholders and the technical delivery team.
  • Partner with policy, service delivery, and communications leads across government entities to ensure product alignment with government priorities.
  • Facilitate feedback loops between end users, stakeholders, and engineering teams to inform backlog refinement and roadmap updates.
  • Ensure alignment between user research, technical constraints, and strategic goals.

Agile Team Collaboration

  • Lead an Agile, cross-functional team of designers, engineers, and analysts delivering in two-week sprints with regular demos and stakeholder acceptance reviews.
  • Embed human-centered design, accessibility, and continuous improvement practices into each sprint.
  • Promote a culture of collaboration, transparency, and accountability through daily stand-ups, retrospectives, and data-driven decision-making.
  • Support backlog grooming, release planning, and coordination across multiple Scrum teams when required.

Technical Integration

  • Collaborate with technical leads to guide CMS architecture and integration using modular, reusable Drupal components, APIs, and cloud-native services.
  • Oversee implementation of integrations (e.g., identity verification, scheduling, analytics, fraud-prevention) that meet government security and privacy standards.
  • Partner with DevOps and security teams to maintain CI/CD pipelines, uptime reliability, and operational readiness.
  • Use performance data and analytics to inform continuous optimization of site templates and content delivery.

Accessibility & Quality Assurance

  • Ensure full compliance with Section 508, WCAG 2.1 AA, and accessibility standards, embedding accessibility checks in every development stage.
  • Champion plain language and inclusive design principles to make content understandable to all users.
  • Oversee automated and manual testing (functional, regression, and accessibility) with clear reporting to the customer through performance dashboards.
  • Maintain a relentless focus on product performance, usability, and scalability, ensuring quality defined benchmarks are met or exceeded.
  • Other relevant duties as assigned and qualified/trained to perform

Qualifications:

  • Bachelor’s degree and at least five (5) years of relevant experience.
  • Demonstrated experience in product management for complex web applications, preferably large-scale digital service platforms or enterprise CMS implementations.
  • Experience managing digital products in government, civic tech, or regulated environments.
  • Familiarity with Drupal, design systems, component libraries, and CI/CD workflows.
  • Strong proficiency of Agile methodologies (e.g., Scrum, Kanban), including backlog management, user story creation, and release planning, and experience leading cross-functional teams.
  • Excellent stakeholder management, communication, and leadership skills.
  • Proven ability to synthesize data from user research, analytics, and business requirements to inform product strategy and prioritization.
  • Excellent communication skills and the ability to translate technical details for non-technical stakeholders.
  • Experience in government technology or public sector projects.
  • Deep commitment to accessibility, user advocacy, and digital equity.
  • Ability to pass a background check in compliance with applicable laws and client requirements.

Nice to Have Skills and Experience:

  • Familiarity with digital service standards, open-source platforms, and cloud-native architectures.
  • Understanding of compliance frameworks such as ATO, FISMA, TIC 3.0, and FedRAMP.
  • Experience supporting digital products used by multilingual audiences.
