Animal Control Supervisor
Job Duties:
Animal Control is part of the Virginia Beach Police Department which follows a paramilitary command structure. The mission of the Virginia Beach Animal Control Unit is to balance the health, safety and welfare needs of the people and animals in our City. Through our mission, we will educate the public about responsible companion animal ownership, aggressively investigate animal cruelty cases, provide compassion and humane care for unwanted, stray, abused and abandoned animals in our City, give adoptable animals a second chance at a forever home, and humanely euthanize animals when necessary and appropriate. The Animal Enforcement Unit responds to animal-related calls for service from 8 a.m. to 10:30 p.m., seven days/week, 365 days/year.
Individual will supervise animal control officers involved in the enforcement of animal control ordinances, ensuring that animals are impounded according to statute and collaborating with shelter staff in ensuring proper and safe care to impounded animals and ensure coverage when employees are unavailable or unable to perform work. provide interpretative guidance to employees regarding department policy, city code or state code for more complex calls; write/review records including employee performance feedback, provide recommendations for disciplinary action, response to citizen complaints, perform euthanasia of sick or injured animals ensuring humane, safe and proper procedures are employed; investigate livestock and fowl harassment cases; advise owners on completing forms and/or legal recourse; and ensure basic vehicle, equipment, building and incinerator maintenance and inventory tasks are performed in a timely manner. Individual may be tasked with collateral duties such as prepare shift schedule; train and instruct new personnel in the policies and procedures regarding general operations of the unit; assist in budget preparation and monitoring of operational expenditures; etc.

Criminal History : Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals). Conviction of any Class 1 or Class 2 misdemeanor, excluding traffic violations which are discussed separately, or the Virginia State Law equivalent within the last 5 years.
Traffic Violations : Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.
Drugs : Any involvement in the sale of illegal drugs as an adult. Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens or any derivative thereof (except marijuana) within the last five years. Illegal possession of anabolic steroids within the last 36 months.

MINIMUMS: High school or GED plus five (5) years experience in fields providing the required knowledge, skills and abilities and associated with such positions as Animal Control Officer; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: Must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the Citys operational status.

Preferences:
The selection process will evaluate supervisory skills; knowledge of animal control operating procedures; effective oral and written communication skills; knowledge of city and state code pertaining to animal control and enforcement; customer service/interpersonal skills; and understanding/demonstrated application of the organizational values for both the City and the Police Department.- Experience supervising employees, serving in the capacity of team leader, or training junior animal control officers are desirable.
- Previous experience with animal enforcement codes and related investigations
- Experience in shelter management
- Experience using animal husbandry practices
- Three to Four years of Animal Control Officer Experience
- Team/project lead experience
- Animal Control Officer Trainer experience
- Experience conducting investigations for animal-related violations preferred.
- Experience using de-escalation techniques in emotionally charged situations (public safety, human services, etc.)

The selection process for this position shall consist of a three-step process: application, oral interview and review of background, reference, and performance information, including a polygraph exam. Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Caroline DMV driver’s license eligibility requirements.
CJIS/VCIN/NCIC certification is required, in addition to the successful completion of a background check and polygraph, candidates must have U.S. citizenship or be a lawful resident of the United States and eligible for naturalization.
This position requires working rotating shifts (days/evenings/midnights) including weekends and holidays, which includes working outside in all weather conditions. Candidates must be available to work overtime when required to meet operational needs.
If selected for the position during training you will be required to successfully complete Driving, OC Spray, Asp, and Firearms qualifications.
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City’s operational status.
