Background:

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a Deputy Course Chair/Course Coordinator (Management Tradecraft Training) position in Arlington, VA supporting the National Foreign Affairs Training Center (NFATC). 

Position Summary:

The candidate will be located in the Diplomatic Tradecraft and Emerging Technology (DTET) directorate at the NFATC. As the primary training provider for the Department of State and the USG foreign affairs community, NFATC prepares USG foreign affairs professionals to conduct U.S. diplomacy. DTET is a community of foreign affairs professionals serving foreign affairs professionals, empowering and training colleagues throughout their careers to advance U.S. interests and tackle the evolving challenges of 21st-century diplomacy by providing superior job-specific orientation, tradecraft, and area studies training.


The Deputy Chair/Coordinator position is interdisciplinary and requires the application of expert-level professional knowledge in foreign affairs with special expertise relating to relevant management tradecraft. Under the guidance of the division’s leadership, the incumbent serves as the coordinator and trainer of subject matter programs with responsibility for all thematic training and guidance for the Department of State. As an expert foreign affairs practitioner, the incumbent ensures that all training and guidance meets the needs of Department of State personnel and the larger foreign affairs community.


Primary responsibilities in these programs include curriculum and course design; teaching several major courses primarily at the graduate level; counseling students at NFATC and officials in the Department; advising other staff at NFATC; and evaluation of training results. The incumbent not only carries a substantive administrative, teaching, and counseling load, but must also keep constantly informed of developments in the relevant fields so that the latest knowledge, policy positions, and relevant analyses are made available to students and to officials in the Department of State on a consultative basis.

Required Qualifications:
  • Ability to obtain Secret clearance.
  • A master's degree in a relevant field plus five years of related experience. May substitute relevant work experience for education requirement.
  • This position requires advanced professional and expert-level knowledge in the field of U.S. government foreign policy priorities and the mission and functions of the Department of State as required in order to provide courses in the context of work situations of the students for whom the courses are intended.
  • Strong understanding of policy development and implementation. Ability to follow policy developments in key focus areas.
  • Experience developing, managing, and leading training and other learning activities in the U.S. government, particularly the State Department.
  • Knowledge and skills in training evaluation sufficient to be able to evaluate the results of the courses for which the position is responsible.
  • Knowledge of and the ability to carry out management and administrative functions as required in connection with the courses for which the position is responsible.
  • Familiarity with and the ability to use computer and related technologies.
  • Excellent communication skills, both oral and written, in order to carry out and/or facilitate the accomplishment of numerous functional responsibilities of the position.
  • Ability to teach and guide students outside of disciplinary specialization.
  • Commitment to collective and collaborative work environment.
  • Program management experience.
Preferred Qualifications:
  • Demonstrated ability to facilitate classroom activities that support the training program. Skills in adult education, ideally involving the subject matter for which the position is responsible.
  • Strong interpersonal, communication, and managerial skills combined with a desire to teach and to mentor,
  • Completed PHD. 

Duties and Responsibilities (including, but not limited to):

  • Assist in planning long and short-range curriculum for their subject area.
  • Teach several courses throughout the year within areas of expertise.
  • Identify speakers for courses.
  • Identify pedagogical materials and resources for the program, and keep records of all course materials.
  • Maintain expertise in their specific subject areas.
  • Develop and expand curriculum for all courses within the program and assist instructors as needed in understanding and meeting the curriculum.
  • Continuously research to keep materials and course content updated and cutting edge.
  • Coordinate any resources that aid in the facilitation of courses in the portfolio. Sources may include internal and external stakeholders, other subject matter experts (SMEs), and/or contractors who aid with the production and delivery of the division’s courses.
  • Serve as NFATC's expert on the subject matter.
  • Facilitate or provide instruction and briefings to participants and other stakeholders inside the Department and the Interagency community.
  • Maintain and develop professional contacts including with other government agencies and provide training and consultation to those agencies in accordance with NFATC policies.
  • Develop and maintain course evaluation instruments according to NFATC policy.
  • Analyze evaluation data.
  • Conduct needs assessments and utilize evaluation data to design offerings in the subject matter program.
