Project Manager
- Manage the full lifecycle of facilities design and construction projects, from planning and design through construction and close-out.
- Develop and maintain project schedules, budgets, and risk management plans.
- Coordinate with architects, engineers, contractors, acquisition staff, and Coast Guard stakeholders to ensure project requirements are met.
- Oversee contract performance, including progress monitoring, deliverable tracking, and resolution of issues.
- Prepare and present project status reports, briefs, and updates for FDCC leadership and program managers.
- Ensure compliance with applicable Coast Guard, DHS, and Federal policies, regulations, and standards.
- Support environmental, safety, and quality assurance requirements throughout project execution.
- Provide technical expertise and decision support during acquisition planning and execution for construction-related procurements.
- Project management principles, methods, and practices for facilities design and construction projects.
- Federal acquisition regulations (FAR/HSAR/DFARS) as they apply to construction contracting and project execution.
- Project scheduling, budgeting, and cost control methods to manage large-scale projects.
- Contract administration, including performance monitoring, issue resolution, and contractor coordination.
- Analyze complex project issues, identify risks, and implement effective solutions.
- Bachelor’s degree in Engineering, Architecture, Construction Management, Business Administration, or related field.
- 5+ years of experience managing federal government construction, facilities, or infrastructure projects.
- Demonstrated ability to manage project scope, schedule, cost, and risk across multiple stakeholders.
- Strong understanding of federal acquisition processes and construction contract administration.
- Excellent communication, leadership, and problem-solving skills.
- Proficiency in project management tools and Microsoft Office Suite.
- DHS or USCG program/project management experience.
- Project Management Professional (PMP) or DAWIA Program Management certification.
- Knowledge of federal design and construction standards.
- Experience with contract writing and management systems (PRISM, FPDS-NG, or equivalent).
