Senior Performance and Metrics Analyst
The Performance Metrics Analyst is responsible for designing, monitoring, and communicating performance indicators to support organizational goals. This role ensures that leadership has real-time, actionable insights by analyzing quantitative and qualitative data across assigned portfolios. The analyst will operate with limited guidance and must be able to think on their feet to present informed recommendations, support decision-making, and drive continuous improvement efforts.
- Provide advice and assistance to government personnel on matters related to performance measurement and management policies. Conduct analyses and assessments on the impact of new or revised government polices and guidance as expressed in strategic documents, and other issuances that may impact program investments funded by the DoD CD appropriation.
- Analyze the alignment of DoD and CN&SP strategic goals and objectives with proposed Combat Command (CCMD), Military Service, and Defense Agency initiatives to counter global drug trafficking and other illicit threat network activities.
- Provide analyses of National Drug Control Program strategic plans, priorities, and guidance. Advise and assist the government personnel in drafting complementary DoD performance plans, goals/objectives, management indicators, evaluation criteria, and reports.
- Comprehensive understanding of performance measurement concepts and principles that support government decision-making related to current and future operational requirements across the Office of Secretary of Defense (OSD), Joint Staff, Combat Commands (CCMDs), Military Departments, Defense Agencies, and other stakeholders.
- Knowledge and experience in applying performance concepts and principles to develop performance criteria, draft implementation guidance, and identify opportunities for the government's program investment based on projected return on investment (ROI).
Requirements:
- Active TS/SCI security clearance.
- Possess a master’s degree from an accredited college or university in a relevant field.
- A minimum of ten (10) years of experience supporting senior general/flag officers and/or Senior Executive Service (SES) levels within the DoD, other government agencies, or equivalent corporate roles is required. Candidates are expected to perform at the level of a mid-range GS-15, with the ability to work independently, manage requirements proactively, and operate with minimal oversight to achieve desired outcomes.
- Demonstrated experience and capabilities related to performance measurement, strategic alignment, and data-driven decision support are required for the successful execution of tasks associated with this role.
- Strong oral and written communication skills are essential, including the ability to convey complex or technical information in clear, understandable language to DoD and U.S. Government personnel.
- Comprehensive understanding of performance measurement concepts and principles used to inform the government's decision making related to current and projected operational requirements, objectives, and capabilities of the OSD, Joint Staff, CCMDs, Military Departments, Defense Agencies, and other USG stakeholders.
- Knowledge and experience in applying performance concepts and principles to develop performance criteria, draft implementation guidance, and identify opportunities for the government's program investment based on projected return on investment (ROI).
- Strong oral and written communication skills are essential, including the ability to convey complex or technical information in clear, understandable language to DoD and U.S. Government personnel.
- Must sign an annual Non-Disclosure Agreement (NDA) as a condition for accessing and handling Programming, Planning, Budgeting, and Execution (PPBE) data in support of operational duties.
