Fiscal Manager II
The City of Norfolk's Department of Public Works is currently seeking a Fiscal Manager II in its Financial Management Division to oversee the accounting and budgetary functions of the Department of Transportation. The Financial Management Division is primarily responsible for the collection, distribution, and maintenance of funds handled within the Department of Public Works. The Division administers the storm water billing program, oversees accounting and budget functions, and helps maintain the fiscal integrity of the department's budget and fiscal policies. The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's storm water system, street network, waste management and recycling systems. The Department is comprised of 7 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.
Department Hiring Salary Range: $57,385 - $63,124 Essential FunctionsEssential functions include but are not limited to:
- Oversees and evaluates the operations of subordinate staff.
- Measures and provides appropriate performance and behavioral feedback to assigned team members.
- Provide input on hiring/disciplinary actions and work objectives/effectiveness.
- Realigning work as needed.
- Coordinates the development, preparation, and implementation of budgets.
- Coordinate planning sessions.
- Compile and submit departmental budgets to the Budget Office.
- Update and prepare budget status reports as needed.
- Administers financial operations by:
- Ensuring timely processing of payments and revenues,
- Approving purchase orders and requisitions,
- Confirming availability of funds,
- Maintaining internal controls, and
- Making improvements to enhance the efficiency and accuracy of operations.
- Oversees activities of the departmental unit by supervising and coordinating investigations and collection efforts, providing guidance, and maintaining public trust in program integrity.
- Assists in the design or implementation of continual improvement projects.
- Offers suggestions to management with ideas on how to improve employee morale and streamline processes.
- Participate in system upgrade coordination and testing groups.
- Requires computer skills including Windows, mainframe applications, Excel, Outlook, and Word.
- Requires ability to write memos, instructions, correspondence, and other documentation.
- Must be able to deal tactfully and courteously with others on the telephone, in email, and in person.
- Must be able to prioritize and organize work assignments to meet deadlines.
- Must be able to read legislation, various reports, and related materials.
- Must be able to perform general math calculations such as addition, subtraction, multiplication, division, and statistics.
- Work is governed by broad instructions, objectives, and policies.
- Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.
- Assists with special projects and other duties as assigned.
- Must be able to sit, stand, bend, and lift in order to maintain files.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Three years experience. The preferred candidate will possess the following:
- Five (5) years of experience as a Fiscal Manager or Lead Accounting Worker with direct oversight of personnel performing complex accounting or grant fiscal management functions.
- Working knowledge of procurement policies, procedures and best practices. Ability to manage multiple priorities in a complex service-oriented environment. A high level of initiative and customer service required.
- Demonstrated change management leadership skills (i.e., ability to effectively manage communication, negotiate successful outcomes, identify risks, and to engage stakeholders).
- Working knowledge of large accounting software systems, such as AFMS. Strong experience with Microsoft Excel, Access, and Word.
- Strong Interpersonal, supervisory, problem-solving and decision-making, and customer service skills.
- Ability to work well in a team-oriented environment.
- Ability to effectively communicate verbally and in writing.
- Requires a valid driver's license.
