Emergency Management Planner I
Job Duties:
The Virginia Beach Department of Emergency Management (VBEM) is seeking a highly motivated candidate who is eager to learn and start their career in Emergency Management. As VBEM’s Preparedness Program Manager, you will coordinate community and business outreach, including managing our disaster preparedness STEM program for elementary school students, and facilitate emergency planning activities across VBEM and partner agencies.
The Preparedness Program Manager is assigned to VBEM’s Emergency Management (EM) Division and reports directly to the Deputy EM Coordinator. The ideal candidate would enjoy being part of a small, energetic team and networking with others. You should be willing to learn, well-organized, able to manage projects at different stages of completion, and able to think critically to make decisions with incomplete information.
This position will be classified as an Emergency Management Planner I.
- Assist in developing, reviewing, and updating the City’s emergency plans and related annexes, including conducting research on federal laws, regulations, and guidance.
- Support and manage projects across preparedness, planning, response, recovery, and mitigation program areas.
- Coordinate preparedness and response planning for special events, using technology to assess risks and ensure continuity of operations; develop event-specific emergency plans and after-action reports.
- Support and coordinate emergency management training and exercises, including scenario design, evaluation, and corrective action tracking.
- Conduct community outreach and education, delivering preparedness presentations and supporting CERT program activities.
- Assist with Emergency Operations Center (EOC) activation, operations, and assigned ICS roles; help coordinate training for EOC teams and committees.
- Participate in community and regional committees, workgroups, and policy-related activities; prepare written materials tailored to the intended audience.
- Build and maintain collaborative relationships with internal and external preparedness and response partners.
- Represent the department on committees and multi-jurisdictional coordination efforts, contributing to emergency planning guidelines and compliance.
- Respond to public inquiries and resolve routine issues related to assigned program areas.
- May supervise interns or volunteers as assigned.
- Perform additional duties as required based on departmental needs.

Minimum Requirements:
MINIMUMS: Bachelors degree in Emergency Management, Homeland Security, Public or Business Administration accounting or related OR four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as emergency management, homeland security, or similar. Must have a valid drivers license.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. National Incident Management Systems (NIMS) IS / ICS Courses 100, 200, 300, 400, 700, 701a, 800 and IS-2200 certifications or ability to obtain within six (6) months. Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the Citys operational status.

Preferences:
- National Incident Management Systems (NIMS) IS/ICS Courses 100, 200, 700, 701a, 800, and IS-2200 certifications.
- National Incident Management Systems (NIMS) ICS Courses 300 and 400.
- Experience coordinating with community organizations, schools, or private-sector partners.
- Experience delivering public presentations or conducting community preparedness outreach.
- Project management skills, including managing multiple deadlines and stakeholders.
Special Instructions:
This position is designated as an Alpha 1 position, meaning you will be required to work hours in excess of your normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
National Incident Management Systems (NIMS) Requirement: FEMA Independent Study (IS) / ICS Courses 100, 200, 700, 701a, 800 and IS-2200 certifications and FEMA ICS 300 and 400, or the ability to obtain within six (6) months.
