General Statement Of Responsibilities

Under general supervision, this position provides leadership, planning, management, and coordination of the City's response to the Opioid Crisis. Position will serve as the Citys primary liaison to relevant stakeholders and to the Virginia Opioid Abatement Authority (OAA) including overseeing individual and regional applications to the Opioid Abatement Authority and ensuring effective monitoring and compliance of all activities related to the national opioid settlements and Opioid Abatement Authority. Reports to the Community Violence Prevention Manager.

Essential Job Functions

Coordinates all aspects of the Citys opioid response efforts, including planning, implementation, communication, and evaluation of initiatives designed to reduce opioid misuse, support affected individuals and families, and strengthen community resilience. Develops, updates, and executes comprehensive opioid response plans in collaboration with internal and external stakeholders. Ensures plans integrate evidencebased strategies, align with public health priorities, and reflect current needs of the community. Monitors and maintains compliance with all local, state, and federal standards pertaining to opioid response programs, funding, data management, and reporting. Identifies potential risks and implements corrective actions as required.

Oversees, monitors, and manages multiple funding streams related to opioid crisis response, including grants, settlement funds, and other designated resources. Ensures appropriate allocation, budgeting, tracking, and reporting to support program sustainability and compliance. Serves as the primary liaison to the Opioid Abatement Authority, overseeing all related communication, reporting, compliance activities, and funding applications. Ensures timely and accurate submission of required materials and maintains strong working relationships with state partners. Prepares, manages, and reviews grant proposals, reports, and presentations related to opioid response initiatives.

Ensures documentation meets funding requirements, communicates program outcomes clearly, and supports decisionmaking by leadership and partners. Participates in local and regional opioid task force meetings and promotes coordinated, interagency response efforts. Facilitates collaboration among City departments, community partners, healthcare providers, and service organizations to advance unified strategies. Represents the City in partner workgroups and professional forums, providing subjectmatter expertise, sharing program updates, and fostering collaborative relationships that support communitywide opioid response goals. Conducts ongoing research to identify and recommend best practices and emerging strategies for prevention, intervention, treatment, recovery, and harm reduction. Advises leadership on evidencebased approaches to improve program effectiveness. Performs other duties as assigned.

Required Knowledge

Substance Use Disorders - Considerable knowledge and understanding of the prevention and treatment of substance use disorders. Thorough knowledge of public addiction recovery systems, regulatory requirements, drug and alcohol addiction laws and regulations; research methods and sources. Knowledge of local addiction recovery and social service agencies.

Community Engagement - Considerable knowledge of principles and best practices related to effective community engagement that lead to strengthening and empowerment of neighborhoods in order to become significant partners in addressing neighborhood/community issues.

Prevention Program Administration - Considerable knowledge of successful methods for establishing community partnerships and ensuring program administration. Knowledge of the principles and practices of public administration and local government.

Effectively handles inquiries and complaints from, or disputes with, customers.

Time Management - Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.

Required Abilities

Communication - Excellent ability to listen and understand directions, information and ideas presented verbally and in writing. Ability to handle a variety of customer service issues with tact, confidentiality, and diplomacy and in a confidential manner.

Accounting/Budgeting - Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of data.

Education And Experience

Bachelors Degree in Human Services, Social Work, Business Administration or related field and 3-5 years of experience in Human Services or a related field, including project management and policy development, or an equivalent combination of education and experience. Experience in substance use disorder treatment or support preferred.

Additional Requirements

Requires a comprehensive background investigation to include a local, state and federal criminal history check and a sex offender registry check. Requires a valid driver's license with an acceptable driving record.

Physical Requirements

Requires the ability to exert light physical effort in sedentary to light work

Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements

Some tasks require the ability to perceive and discriminate sound
