Technical Engineer III
Summary:
We are looking for a candidate to provide senior-level technical consulting, engineering analysis, and advisory support for HITU’s enterprise Health IT ecosystem, including the modernized Electronic Health Record (EHR) environment and related technologies. This role helps ensure that systems, integrations, and infrastructure solutions are aligned with operational objectives, security requirements, performance expectations, and enterprise architecture standards. The position serves as a trusted technical advisor, supporting modernization, interoperability, and lifecycle management initiatives through independent analysis, validation, and stakeholder coordination.
Duties and Responsibilities:
- Provide expert technical guidance and engineering support for HITU’s enterprise Health IT systems, infrastructure, and modernization initiatives.
- Evaluate technical architectures, system designs, and proposed solutions to ensure alignment with business, operational, security, and performance requirements.
- Support system modernization, integration, migration, and technology lifecycle efforts through technical review and advisory services.
- Assess and communicate technical risks, dependencies, and impacts related to scalability, interoperability, sustainability, reliability, and performance.
- Review engineering documentation, architectural artifacts, technical specifications, and vendor deliverables to verify completeness and adherence to standards.
- Collaborate with program managers, system engineers, developers, cybersecurity personnel, contractors, and Government stakeholders to support project objectives and technical alignment.
- Assist in identifying, analyzing, and resolving complex technical issues that may affect multiple systems, applications, or service areas.
- Provide leadership with recommendations regarding technical alternatives, system design considerations, risk mitigation strategies, and implementation approaches.
- Promote adherence to enterprise architecture principles, industry best practices, and federal technology standards across Health IT initiatives.
Required Knowledge, Skills, and Abilities:
- Advanced knowledge of enterprise systems engineering, infrastructure technologies, and Health IT environments.
- Experience assessing technical architectures, integration strategies, and engineering solutions within complex organizations.
- Strong understanding of system modernization, interoperability, cloud and hybrid environments, and technology lifecycle management.
- Ability to identify and evaluate technical risks and develop practical recommendations for mitigation and resolution.
- Experience reviewing and validating technical documentation, engineering specifications, and system design artifacts.
- Demonstrated ability to provide technical leadership and advisory support to program teams, executives, and stakeholders.
- Strong analytical and problem-solving skills with the ability to diagnose and assess complex technical challenges.
- Ability to communicate technical concepts, risks, and recommendations effectively to both technical and non-technical audiences.
- Excellent collaboration, organizational, and stakeholder engagement skills.
- U.S. Citizenship required
- Ability to obtain a DHS Public Trust
Operating Environment:
This position functions in an advisory, assessment, and technical oversight capacity. Responsibilities focus on engineering analysis, solution evaluation, risk identification, and stakeholder coordination. The role does not perform system administration, software development, system configuration, or operational control of Government-managed systems.
