Position Summary:
The Operation Stream Shield (OSS) Worksite Supervisor oversees the daily operations of the OSS program, and serves as the primary on-site point of contact throughout the workday for adults experiencing homelessness in Fairfax County Region 2. In partnership with Fairfax County Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH), FACETS recruits and trains participants from Bailey’s Community Shelter to engage in environmental stewardship activities. These activities include litter removal, invasive plant identification, and the removal of non-native species.
Through this structured work experience, combined with case management and workforce development services, the program plays a vital role in helping participants progress toward economic self-sufficiency and long-term housing stability.

This role ensures that program activities operate smoothly, safely, and in accordance with established guidelines. The OSS Worksite Supervisor provides direct supervision to participants, monitors engagement and performance, and fosters a safe, structured and productive work environment that supports skill development and accountability.

Duties and Responsibilities:

Operation Stream Shield (OSS) Site Supervisor (Approximately 60%)

  • Oversee the daily operations of the OSS program, serving as the on-site leader and primary point of contact for participants throughout the workday, while fostering positive relationships with participants and staff.
  • Supervise OSS participants by providing clear direction, encouragement, and constructive feedback to ensure tasks are completed safely, efficiently, and in accordance with program guidelines.
  • Evaluate participant engagement and performance both on-site and throughout the duration of the program. Maintain accurate and timely records of participant attendance, progress and performance reviews.
  • Coordinate with the County staff and volunteers, providing prompt updates regarding schedule changes, worksite conditions or delays.
  • Maintain a safe work environment by delivering brief daily safety refreshers at the start of each workday to reinforce established safety protocols and best practices.
  • Prepare, gather, and organize all supplies and equipment necessary for daily operations, ensuring materials are properly maintained, inventoried, and stored before and after use.
  • Operate FACETS’ OSS van to safely transport participants to designated work sites and return them to Bailey’s Community Shelter.


Outreach Case Management – 40%

  • The Outreach Case Manager will provide services or activities necessary to assist program participants in locating, obtaining, and retaining suitable permanent housing, including the following:
  • Establish contact and build rapport with single adults experiencing unsheltered homelessness in Region 2 building relationships to provide immediate and long-term support.
  • Assesses housing barriers faced by individuals experiencing homelessness to identify the client’s housing and support service needs.
  • Provide clothing, toiletries, non-perishable food, and other supplies to clients.
  • Refer clients to community-based and County-provided support services and resources to provide for their housing, employment, benefits, and other needs.
  • Collaborates with the Fairfax County Health Department’s Homeless Healthcare Program and the Community Services Board’s PATH Team to coordinate access to physical and behavioral health services for individuals experiencing homelessness.
  • Develops individualized case management plans focused on housing acquisition, budgeting, and self-sufficiency, beginning with intake interviews to assess household needs, goals, and eligibility.
  • Utilizes the Housing First model to deliver housing stabilization services and divert households from entering emergency shelters.
  • Establishes and maintains consistent verbal and written communication channels, among operations staff, referral sources, and collaborating agencies to ensure effective coordination and information sharing.
  • Advocates for and actively assists individuals in accessing a range of services, including mental health, intellectual disability support, substance use treatment, housing referrals, financial assistance, home based services, training, medical care, mentoring and socialization.
  • Work an adjusted work schedule, including evenings and weekends as necessary to meet program needs.
  • Performs other duties as assigned.

Required Skills and Abilities:

  • Associates or Bachelor’s Degree in a human services or related fields preferred.
  • Experience working with individuals experiencing homelessness or other vulnerable populations preferred
  • Prior supervisory or team leadership experience, particularly in field-based, outdoor or hands-on work environments.
  • Demonstrated ability to motivate, mentor, and support participants with diverse backgrounds and barriers to employment.
  • Strong organizational skills with the ability to maintain accurate documentation, attendance records and performance evaluations.
  • CPR/First Aid or OSHA certification preferred.
  • Excellent interpersonal Ability to communicate clearly and concisely, both orally and in writing
  • Ability to use systems to establish and maintain records and to facilitate data collection.
  • Proficient with Microsoft Office Suite or related software, including Microsoft ExcelCandidate must possess a valid driver’s license, reliable transportation, good driving record, and personal car insurance. Candidate must be able to drive 15 passenger van.
  • Candidate will be required to pass a criminal background checks

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Combination of office, community outreach, and outdoor environmental work settings.
  • Must be able to lift and carry at least 30 pounds at time
  • Must be able to walk off established paths or roadways, including a minimum of one mile from transportation with the ability to tolerate limited restroom access at times.
  • Must be able to attend occasional meetings at other FACETS office locations within Fairfax County, including three (3) annual organization-wide fundraising events each year.

Salary Range:
Salary: $50,000 - $55,000 Annually
