Scope of Project

The IT Purchasing Analyst will support procurement and finance operations by managing statewide IT procurements in compliance with VITA, VDOT, and Commonwealth of Virginia policies. The role involves handling end-to-end procurement processes, vendor coordination, and ensuring best value sourcing.

Responsibilities:

• Analyze requisitions for IT goods and services including hardware, software, and services
• Manage procurement processes such as IFBs, RFPs, RFIs, and SOWs
• Develop procurement strategies and recommend sourcing options
• Draft, manage, and maintain contracts and agreements
• Negotiate contract terms with vendors and legal teams
• Ensure compliance with state procurement laws and policies
• Serve as liaison between vendors, VITA, and internal stakeholders
• Provide procurement guidance and updates to business users
• Evaluate technical procurements and collaborate with SMEs
• Support vendor performance monitoring and contract compliance

Required/Preferred Skills:

• Experience with IT procurement in state/local government
• Strong knowledge of VITA policies and procurement lifecycle
• Experience with IFBs, RFPs, RFIs, SOWs, and cooperative procurements
• Strong communication and stakeholder management skills
• Experience with vendor and contract management
• Proficiency in MS Office (Word, Excel, PowerPoint)
• Ability to multitask and manage multiple procurement activities
• Preferred: VCA (Virginia Contracting Associate) or VCO certification
• Preferred: Experience with Cardinal and eVA systems
