Business Developer

PotomacWave is seeking an experienced Business Developer to identify and win new business opportunities and expand our firm’s footprint across the Federal marketplace. The qualified candidate must bring an active network of agency contacts, Government Contractor relationships, and a proven track record of growing business. This role is responsible for the full business development lifecycle from opportunity identification and sales pursuit through capture, proposal support, negotiation, and contract award.

Responsibilities :

• Meet or exceed portfolio revenue targets through active pipeline management.
• Originate, shape, qualify, pursue, negotiate, and close new business opportunities.
• Develop and maintain executive-level client and industry partner relationships.
• Identify target-rich federal market opportunities aligned to PotomacWave’s capabilities and prioritize high-probability pursuits.
• Lead capture strategies, influence acquisition strategies, teaming arrangements, and win strategies.
• Articulate compelling value propositions and create a clear vision for successful deal outcomes.
• Support business negotiations and shepherd opportunities through internal approval processes.
• Partner with proposal teams to develop win themes, executive summaries, and technical approaches.
• Collaborate with Sales Leadership, Account Executives, Capture, Proposal, and Subject Matter Experts.
• Represent the company at conferences, networking events, and customer engagements.
• Identify complex business challenges and develop strategic growth solutions.
• Travel as required.

Qualifications :

• Bachelor's degree and seven or more (7+) years of federal business development, capture, or sales experience.
• Demonstrated success pursuing and winning unrestricted prime contracts valued at $10M+.
• Established Government and Industry relationships within Defense, Civilian, Health, Justice, or Intelligence markets.
• Strong knowledge of FAR, DFARS, GWACs, IDIQs, GSA MAS, OASIS+, SEWP, and other federal contract vehicles.
• Experience shaping, negotiating, and closing complex professional services opportunities.
• Strong understanding of process-driven business development and capture management.
• Ability to obtain or maintain a Secret or Top-Secret clearance.

Preferred Qualifications :

• Experience leading multi-disciplinary pursuits and mentoring pursuit teams.
• Experience in a business development or growth role supporting federal agencies.

Compensation :

• Salary Range: $130,000-$175,000, commensurate with Experience
• Bonuses/commission and profit-sharing opportunities based on contract wins for total compensation of $200,000+.
