Description

Support the functions of the Division Director of Planning/Zoning Administrator; assist customers with questions; serve as staff to the Planning Commission, and Board of Zoning Appeals, River District Design Commission and the Commission for Architectural Review; conduct residential and commercial plan reviews; conduct field inspections; and permits and clearances.

The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.

  • Assists customers with the process for project approval by discussing proposed projects with customer to evaluate appropriate procedures; assisting with the completion of application if necessary; receiving and processing application and fees; constructing legal description of application for publication in public hearing notification; using analysis with code interpretation to create a Staff report for the Planning Commission or the Board of Zoning appeals; attending monthly meetings to assist and provide answers to questions that the Commission or Board may have; mailing result letters to applicants; maintaining file proceedings; and completing inspections to ensure compliance with Commission’s or Board's decision.
  • Issues permits and construction clearances by reviewing the application for compliance with Zoning and Building Code as well as Engineering and VDOT specifications; interpreting architectural and engineering construction plans; verifying applicant contractor credentials, specific licenses and bonds; conduct final inspection to ensure compliance by inspecting footings, setback, and height and design compliance; and issuing clearances.
  • Issues business license clearances by reviewing proposal’s compliance with the zoning code, building code and various state requirements; accepting appropriate fees; and issuing a clearance as a representative of the Division Director of Planning/Zoning Administrator.
  • Provides customer service, clarification, guidance, interpretation and assistance through direct contact to internal and external customers in reference to covenants, the zoning code, land use comprehensive plan, flood plain data and census information.
  • Administers the Zoning code by ensuring the Zoning and Enforcement department is aware of the regulations that create Zoning code, its principles and techniques as it applies to the City of Danville; communicating the Zoning code to the customers; applying these regulations and principles in a consist manner; understanding the State Statutes that allow zoning practice within the Commonwealth; providing proper notice of a violation; following up with citizen; and diffusing contentious situations.

ADDITIONAL DUTIES
  • Provides GIS support for the Department of Community Development and Department of Economic Development.
  • Provides GIS support for the Department of Community Development and provides assistance to the Department of Economic Development by using GIS, ArcMAp10 to create maps; analyzing data; and completing necessary computation for upcoming projects.
  • Serves as back-up staff person for address management procedures and technical advisor to City View carried out by Department of Community Development.
  • Attends meetings and training sessions.
  • Performs additional duties to support operational requirements as assigned.

Education and Experience
Associate’s Degree, with knowledge of a specific vocational, administrative or technical nature, and over three years up to and including five years of experience.


An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses
  • Valid Driver’s License and acceptable driving record according to City criteria.

Decisions regarding interpretation of policies may be made. Contact may involve stressful, negative interactions requiring high levels of tact, and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Fiscal Responsibilities
Completes research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s). May recommend budget allocations.

Supervisory Responsibilities
May occasionally direct helpers, assistants, seasonal employees, interns, or temporary employees.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE
Typically requires use of standard office equipment and telephone, and related software and hardware; and any other tools and equipment as appropriate or as assigned.

WORK ENVIRONMENT
This work is performed in an office environment and sites. There may be respiratory hazards and extreme temperatures, wetness/humidity seasonally; rarely there may be communicable diseases or physical danger or abuse. Requires employee to wear protective equipment as apparent or assigned, if any.
