Vistra is seeking a full time Mentor-Protégé Program (MPP) lead to support the Defense Health Agency (DHA) Office of Small Business Programs (OSBP). The primary function of this role is to drive greater awareness of the MPP and its benefits to both large and small businesses. The MPP role involves coordinating policy development, conducting stakeholder engagement, and providing oversight related to MPP agreements and performance. This role will also serve as the Alternate Program Manager for the DHA OSBP program, responsible for overseeing program execution, driving process improvements, managing change initiatives, supervising personnel, ensuring quality control, and producing strategic reports when needed.
Key Responsibilities:
- Oversee the execution of MPP support services, including needs assessments, policy development, and agreement coordination.
- Ensure timely delivery of all program deliverables, including reports, outreach metrics, communications, and performance analyses.
- Serve as the alternate Program Manager for the DHA OSBP support contract team when needed, ensuring alignment with mission objectives and contractual requirements.
- Coordinate and review new MPP agreements in collaboration with DHA stakeholders.
- Conduct needs assessments and supports the drafting and review of policy content based on legislative, FAR, DFARS, and DHA guidance.
- Facilitate program management reviews and ensure effective communication among all stakeholders.
- Assist in the development and management of MPP-related budgets and expenditure reports.
- Identify and implement process improvements across OSBP and MPP support functions to enhance efficiency and effectiveness.
- Lead change management initiatives to support evolving program needs and stakeholder expectations.
- Contribute to weekly, monthly, and semi-annual reports on small business achievements, outreach activities, subcontracting performance, and MPP status.
- Develop executive-level summaries and presentations for senior DHA leadership.
- Coordinate strategic communications and public-facing content in support of OSBP and MPP initiatives.
Qualifications:
- Bachelor’s degree in Business Administration, with a minimum of five (5) years of experience, preferably in federal program management and within DoD or healthcare-related agencies.
- Experience with mentor-protégé programs and small business outreach.
- Strong understanding of FAR, DFARS, and small business program regulations, including MPP.
- Excellent written and verbal communication skills.
- Proficiency in data analysis tools and performance management systems.
Preferred Skills:
- PMP or equivalent project management certification.
- Familiarity with DHA systems and acquisition processes.
- Knowledge of strategic communications and digital media management.
