Navy Portfolio Manager of Projects (MOP)

The Navy portfolio within Americas National – US Federal is seeking candidates for Manager of Projects (MOP) positions. Successful candidates will report to the Federal Navy Portfolio Operations Director. These roles may be performed from anywhere within the US, however, preferred geography is within the Eastern US, where the predominance of the supported client offices is located. Location within the mid-Atlantic region, including Washington, DC, Virginia, Maryland, Georgia, and the Carolinas is preferred. Travel is required to visit client offices and project locations within this geography, as well as to the locations of Jacobs’ lead offices for Federal project delivery operations.
The Navy portfolio is comprised of a diverse set of US Department of Defense agencies. Naval Facilities Engineering Systems Command (NAVFAC) is our primary client, including its subordinate commands: NAVFAC Atlantic; NAVFAC Pacific; NAVFAC EXWC, and the Navy’s nine (9) Facilities Engineering Commands (FECs) that provide regional engineering support to Navy and Marine Corps bases and mission around the world. Other primary clients include Commander, Navy Installations Command and Marine Corps Installations Command. Navy MOPs are encouraged to help expand the Portfolio’s primary client base to unaddressed clients within the larger US Naval Enterprise, such as Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), and Navy Exchange Command (NEXCOM), to promote sustained future growth for the Portfolio.
Key success factors for a MOP include agility and willingness to take on new clients, the ability to effectively leverage the core of capabilities of the Federal Business Unit (BU) to meet client mission requirements, pursue new types of projects and contracts, and work across Jacobs’ Business Units (BUs) to bring the full range of Jacobs’ global capabilities to bear. Effective communication, networking, and collaboration skills are necessary.
As a principal in the company, the MOP is accountable and responsible for all projects in their portfolio and is trusted with the authority to negotiate fees and contractually bind the company to deliver work. Candidates must demonstrate keen judgment and sound business acumen, the ability to comprehensively evaluate risks and opportunities, and balance competing objectives to make reasoned decisions on behalf of the company.
The position provides leadership and performance accountability for the following principal functions:
People
- Work closely with the Federal Navy Portfolio Operations Director, other Navy MOPs, PM Principals and PMs. Guide project teams in the development of project plans and budgets to successfully deliver project at or less that cost.
- Work with Delivery Operations to staff projects to meet scope requirements, including team subcontractors, and promote technical growth and diversity for Jacobs’ staff, while helping achieve BU staff utilization and billability targets. Mentor and support project managers and delivery teams to enhance their skills and help develop them for career advancement opportunities.
- Facilitate the creation of project communication plans, ensuring that appropriate information is exchanged between key stakeholders. Conduct status review meetings with project teams and clients to promote successful project outcomes.
Business
- Develop and deliver a portfolio of programs and projects across multiple clients, employing interpersonal skill, as well as knowledge in design management, construction management, client engagement federal contracting, and finance.
- Build and manage an annual Business Plan, make quarterly forecast updates, and provide regular monthly reporting on project delivery and financial performance, including scheduled monthly comprehensive business reviews.
- Leverage Jacobs business systems, tools, and processes to effectively manage all work within your program.
Sales
- Support Client Account Managers (CAMS) in developing and executing strategies for purposeful client engagement, helping position Jacobs for future growth opportunities. Monitor and maintain strong client relationships, and specifically client satisfaction, by ensuring quality work is consistently delivered on schedule and budget for projects within your portfolio.
- Support CAMS in establishing, evaluating, and presenting new opportunities in the weekly Go/No-Go process. Promote pipeline growth and fidelity to enable a growing business year-over-year.
- Lead the commercial/pricing strategy, engaging the CAM, Contracts Management Group, estimating and pricing specialists, Project Execution Group, Risk, Delivery Operations and others as appropriate, to ensure sufficient resources are available to deliver projects, while providing pricing that is fair and reasonable to our clients, and competitive with other offerors, as applicable.
- Lead operational selling of IDIQ contracts within your program, working with CAMs and PMs, to increase Task Order volume and achieve IDIQ contract mining strategy goals. Effectively represent Jacobs in the place through effective engagement in professional organizations, publications, industry forums, and events.
Here's what you'll need
- United States Citizenship
- Bachelor’s Degree in Engineering or Architecture.
- Professional Registration (PE or RA).
- 15+ years of overall experience.
- Strong working knowledge of building design and construction, systems/components and technology, construction drawings and specifications, contract management, project delivery methods, team building and client relationship building.
- Strong verbal and written communication skills as well as interpersonal/relational skills
- Demonstrated ability to manage multiple tasks.
- Self-starter and leader capable of selling and executing work.

The base salary range for this position is $154,700.00 to $270,800.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
