POSITION SUMMARY
The Logistics Lieutenant serves as a first-line supervisor responsible for ensuring the operational readiness of Richmond Ambulance Authority's logistics systems, including equipment, supplies, and medical devices. Working under the direction of the Logistics Captain, the Lieutenant oversees day-to-day support operations, facilitates internal communication, supervises logistics personnel, and ensures the continuous availability of critical supplies and equipment. This role directly impacts clinical effectiveness and field operations by maintaining operational support structures that are dependable, responsive, and mission-ready.
The Lieutenant also acts as the department's subject matter expert for essential medical devices and may be assigned to coordinate specific programs, including the agency pharmacy or supply management systems. In the absence of the Logistics Captain, the Lieutenant may be designated as Acting Captain to maintain continuity of operations.
POSITION DUTIES AND RESPONSIBILITIES
Operational Supervision
- Provide direct supervision of assigned logistics personnel, ensuring efficient workflow and task completion
- Ensure consistent staffing and coverage of logistics operations, including scheduling and fill-in when necessary
- Monitor inventory levels and ordering cycles for medical supplies, uniforms, and medications
- Oversee receipt, distribution, and tracking of agency property, medical devices, and controlled items
- Ensure readiness and cleanliness of work areas, storage locations, and fleet supply modules
- Ensure secure storage and accurate documentation of controlled substances, high-value assets, and access-controlled systems in accordance with agency and regulatory requirements
- Participate in procurement activities and cost-efficiency initiatives under direction of the Logistics Captain
Personnel Support and Development
- Coach and support assigned staff, providing timely and constructive performance feedback
- Audit workflows, documentation, and task performance to ensure quality and accountability
- Participate in onboarding and training of new logistics staff
- Assist with performance documentation, development plans, and follow-up under the guidance of the Logistics Captain
Equipment and Systems Oversight
- Serve as the department's subject matter expert on key medical devices including:
- Cardiac monitors / AEDs
- Automated chest compression devices
- IV pumps
- Video laryngoscopes
- Suction units
- Support repair coordination and preventive maintenance schedules for critical equipment
- Operate logistics software systems, access control platforms, and electronic inventory tools (e.g., Operative IQ, badge access systems)
Pharmacy and Medical Supply Program
- Apply department protocols in the inventory, restocking, and auditing of medication kits and shelved pharmaceuticals
- Maintain documentation and compliance records in support of regulatory standards and internal controls
- Assist with DEA compliance documentation, secure storage, and disposal processes
Additional Duties
- Participate in special events, surge response operations, or other assignments as required
- Support the deployment of surge logistics modules and the coordination of emergency preparedness resources during high-incident response or disaster scenarios
- May serve as an Acting Logistics Captain when designated
- Perform other duties as assigned by the Logistics Captain or Operations Executive or Senior Leadership
MINIMUM REQUIREMENTS
Minimum Qualifications:
- High school diploma or GED certificate
- National Registry or Virginia EMT certification (or obtained within 12 months of employment)
- Valid Virginia driver’s license with acceptable driving record
- Demonstrated ability to supervise and support team operations
- Strong written and verbal communication skills
- Experience with Microsoft Office and inventory systems
Preferred Qualifications:
- Prior supervisory experience in EMS logistics or similar environment
- Familiarity with EMS equipment, supply chain operations, or controlled substance inventory
- Completion of ICS 100, 200, 700, and 800
- Advanced knowledge of medical equipment used in EMS field settings
PHYSICAL DEMANDS
- Must be able to sit and or stand for long periods.
- Must be able to operate standard office equipment
- Must be able to lift up to at least 50 pounds independently and 150 pounds with assistance
- Must have substantial movements of the body, wrists, hands, and or fingers
- Must be able to work in various environmental conditions as well as temperature changes
- Required to have visual acuity to operate motor vehicles and or equipment
- Must be able to perceive the nature of sounds at normal speaking levels with or without correction and receive detailed information through oral communication
Logistics Lieutenants are evaluated bi-annually by the Logistics Captain based on operational effectiveness, supervision, equipment and inventory management, documentation accuracy, and compliance with agency policies and procedures.
CONDITIONS OF EMPLOYMENT
- Subject to pre-employment and random drug screening, fingerprint-based background check, and physical ability test
- Must maintain all required licenses and certifications as a condition of continued employment
- Successful completion of a probationary period is required for all new hires
GENERAL POSITION PARAMETERS
- Full-Time, Hourly, Non-Exempt
- Target Pay Range: $25.96 - $35.13 per hour
- Shift scheduled assignment
- Schedule assignment based on department needs, 42 Hours per week average
- Days, nights, weekends, and holidays may be required
