Job Description and Duties

Under the direction of the Community Program Specialist III (CPS III) in the Self-Determination Program (SDP) Branch, SDP Policy and Implementation Unit, the Analyst II works collaboratively with regional centers and community partners in the development, implementation, and oversight of the SDP. The Analyst II may act as lead on a variety of projects involving interagency activities and community engagement activities.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

This position is eligible for geographic retention pay differential of $250.00 per month.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Some statewide travel may be necessary and may be overnight.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

  1. Describe your education and any personal and/or professional experience related to researching, interpreting, and analyzing compliance with governmental laws, regulations, policies, or procedures.
  2. Describe your personal and/or professional experience coordinating and facilitating the implementation of policies or programs. Include examples of how you collaborated with others to support successful implementation, as well as any strategies you used to address challenges or barriers.

The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of: The Lanterman Act and developmental services system; SDP, applicable state and federal laws, policies, and regulations; Home Community-Based Services (HCBS) Waivers, State Plan Amendments, and The Centers for Medicare & Medicaid Services (CMS) regulations for HCBS; processes of community and group interaction in developmental disabilities planning procedures; and current trends in developmental disabilities, public health, and public welfare.

Ability to: Develop strong, cooperative and harmonious relationships with state departments, regional centers, service providers, consumers, families and other communities; work directly with professionals in the developmental disabilities field to align and improve services for individuals with developmental disabilities; assess situations thoroughly, determine appropriate responses, and take timely effective action. Communicate information clearly in all formats to ensure shared understanding among diverse audiences. Manage a fast-paced workload by organizing tasks, setting priorities, and meeting deadlines.

Prospective candidates have experience in a variety of analytical tasks, coordinating activities, providing technical assistance, and using effective research skills. Independently identifies tasks and follows through completion. Take responsibility for advancing program assignments and resolving issues. Recognize emerging priorities and can adjust work accordingly. Strong critical thinking, organizational and communication skills are essential to the successful performance and completion of job duties. Proficiency in Microsoft Word, Excel, PowerPoint and Outlook required.
