ISA is seeking a Financial Management Analyst to join our Advisory Finance Team, which provides consulting and advisory services to Department of Defense (DoD) customers. Our projects require dynamic individuals who are proficient in federal government financial management (preferably with DoD experience) and possess skills in quantitative analyses of program information or financial data, budget estimation, regulatory conformance management, strategic thinking, solutions development, business process improvement, policy research, and technical writing.

Responsibilities:
Responsibilities include conducting detailed reviews of financial management processes, to include the Planning, Programming, Budgeting, and Execution (PPBE) process used for appropriated dollars; reporting inefficiencies or misalignments with current policies, initiatives, or directives; and introducing process improvements or enhancements to increase efficiencies within the organization. The analyst must be able to extract and synthesize complex multi-source information to prepare briefings, read-ahead and other materials for corporate and strategic DoD leadership. The analyst must understand, and in some cases be proficient using, military services and/or DoD Financial Management systems and processes, Microsoft Office applications, and ability to independently develop material using these applications. Candidates must possess strong written and oral communication skills and be able to easily interact with senior-level directors and/or agency heads. Specialized knowledge of the United States Air Force, or other military service command structures and missions, to include the Office of the Secretary of Defense (OSD), the Intelligence Community; and Geographic Combatant Commands is desired.
Duties:
Participate in the development and management of budgets, including multi-year forecasts and reporting.
Develop financial models to forecast revenue, expenses, and profits.
Conduct scenario analysis to assess the impact of different business decisions.
Prepare and analyze financial statements (income statements, balance sheets, cash flow statements).
Analyze variances between actual and budgeted results.
Identify trends and patterns in financial data.
Create financial reports and presentations for management.
Assist in the development of annual budgets and financial plans.
Monitor budget execution performance and provide variance analysis.
Assess financial risks and develop mitigation strategies.
Ensure compliance with financial regulations and policies.
Monitor and report on financial risks.
Gather and analyze financial data from various sources.
Use financial software and tools to analyze data.
Interpret financial data and provide actionable insights.
Communicate financial information to non-financial stakeholders.
Present financial findings and recommendations to management.

Clearance Required:
As a condition of employment, ISA employees are expected to have or be eligible for a Secret-level security clearance with the ability to obtain a Top Secret (TS) clearance with eligibility for access to Sensitive Compartmented Information (SCI). Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government.
Experience Required:
- 5-10 years' DoD financial management experience in PPBE, including familiarity with and application of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and the congressional budget process, as well as experience interpreting and implementing OSD and OMB policies, directives, and regulations.
- Experience managing multi-million-dollar portfolios consisting of multiple funding sources and appropriations. Must be able to forecast, monitor, track, and analyze program execution rates. Identify and report funding trends and make recommendations when necessary to ensure execution is on track to meet established goals. Experience with multiple appropriations including O&M, RDT&E, and Procurement, and with financial systems including ORACLE-based systems such as DAI, DEAMS, GFEBS, as well as EBAS, EDA, WAWF, IRMA-I.
- Experience developing Program Objective Memorandum (POM) input, spend plans, UFRs, and obligation plans. Experience with the Justification Book (J-Book) development process to include writing, justifying, or defending the narratives and resource input.
Education:
Bachelor's degree in finance, Accounting, Business or any other related field (Required). A master's degree in a related field is preferred.
Certification:
CPA, CGFM, or CDFM preferred

Salary at ISA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position varies dependent on years of experience, relevant certifications and education. Salary is just one component of ISA's total compensation package for employees.
