Overview
We are seeking a Senior PowerBuilder Developer to support critical modernization initiatives while maintaining legacy tax and revenue management systems. This role will play a key part in Project Lighthouse by supporting the IRMS legacy platform and developing interfaces between GenTax and IRMS systems throughout multiple implementation rollouts.

Job Description
We are seeking an experienced Senior PowerBuilder Developer to provide analysis, support, maintenance, and enhancement services for the IRMS legacy system while supporting the development and implementation of GenTax-to-IRMS interfaces. Working under the direction of Virginia Tax management, this role will contribute to Project Lighthouse modernization efforts by ensuring continued operational support of existing tax processing systems and successful integration between legacy and modernized platforms. The selected candidate will collaborate with cross-functional teams in an Agile environment and participate in design, architecture, development, and implementation activities.
Responsibilities
Application Development & Maintenance
- Design, develop, enhance, and maintain enterprise PowerBuilder applications using PowerBuilder 12.5 or higher.
- Support ongoing maintenance and operational stability of the IRMS legacy system.
- Develop high-quality, maintainable, and scalable code following established development standards.
- Troubleshoot and resolve application defects, performance issues, and system integration challenges.
System Integration & Interface Development
- Design and develop interfaces between GenTax and IRMS systems to support modernization initiatives.
- Build and maintain integrations with REST APIs and external enterprise systems.
- Develop and support interfaces with FileNet applications and related document management platforms.
- Collaborate with technical teams to ensure seamless data exchange and system interoperability.
Database Development & Data Management
- Develop and support applications utilizing relational databases including Oracle 19c or higher, MySQL, or similar platforms.
- Analyze and optimize database interactions to support application performance and reliability.
- Support data integration and data management requirements across tax and revenue management systems.
Project Collaboration & Agile Delivery
- Work independently and collaboratively within a multi-disciplinary Agile project team.
- Participate in detailed design sessions, architecture discussions, and technical planning activities.
- Collaborate with business analysts, development teams, technical leads, and stakeholders to clarify requirements and technical solutions.
- Contribute to project planning, estimation, and implementation efforts.
Operational Support
- Utilize Azure DevOps and related project tracking tools to manage development tasks and deliverables.
- Provide production support, issue resolution, and technical analysis as needed.
- Assist with modernization efforts while ensuring continuity of critical legacy tax processing operations.
Requirements
Minimum Qualifications
- 7 years of hands-on experience developing PowerBuilder applications using PowerBuilder 12.5 or higher.
- 5 years of experience designing and developing clear, maintainable code.
- 5 years of hands-on experience working with relational databases such as Oracle 19c or higher, MySQL, or similar platforms.
- 2 years of experience developing interfaces to FileNet applications.
- 2 years of experience developing interfaces to REST APIs.
- 2 years of experience using software project tracking tools such as Azure DevOps.
- 2 years of experience demonstrating excellent written and verbal communication skills and coordinating with application development teams, team leads, and business analysts.
- 7 years of experience working independently and collaboratively within Agile development environments.
- 7 years of demonstrated ability to be self-motivated and work effectively within team environments.
- Must be a U.S. Citizen or Green Card Holder.
- Must physically reside within the United States for the duration of the assignment.
- Must be willing and able to work onsite 3–4 days per week with no exceptions.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
Preferred Qualifications
- 7 years of Legacy IRMS experience.
- Technical expertise designing, developing, and maintaining tax processing and revenue management systems.
- Product knowledge of the IRMS platform and related business functions.

This is a 1099 Contract role.
Pay Rate: $59 – $79 per hour
