Job Description and Duties
Under general direction of a Supervisor I, the Analyst II provides technical expertise in a wide variety of administrative activities. Will work individually, as a team player, and may act in a lead capacity. The Analyst II will be expected to consistently exercise a high degree of initiative, independence and originality in performing the assigned tasks. Working Conditions
Position located at 1808 N Batavia St Orange CA, Orange County.
Multiple positions may be filled from this recruitment.The incumbent works in the District 12 Maintenance Support Division. This incumbent may be required to travel to other districts/regions in Southern and Northern California. The employee will be based at the Orange maintenance facility in a climate controlled environment under a1tificial lights, some duties and time will be spend outdoors. Weather conditions vary from cold windy and wet winter weather climate to hot and dry summer climate. May be exposed to dirt, dust, fumes, hot materials, chemicals, loud noises, inclement weather, and extreme temperatures. The incumbent may be required to travel and work in other areas in the District.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

- Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge: The Incumbent must have the ability to reason logically and creatively and utilize a variety of analytical techniques. The incumbent must be able to analyze data and present ideas and information effectively both orally and in writing. The incumbent should be familiar with Departmental prevailing wage and labor compliance requirements and issues. Must have computer skills such as Microsoft Word and Excel, must be able to provide thorough and completed staff work.
Ability: The incumbent must have the ability to read and write at a level suitable for successful job performance, in the work, keep accurate records, prepare completed work, analyze situations accurately and take effective action. The incumbent plans. Establish and maintain courteous, respectful and cooperative working relationships with a variety of people and agencies, both public and private. Ability to remain calm and productive in stressful situations. Willingness to show initiative, be self-motivated, take independent action and exercise good judgment.
Analytical: The incumbent must have the ability to analyze mathematical figures and maintain budgets, make estimates of future demands of purchases based upon past needs. Ability to analyze and interpret invoices and purchasing documents, to be able to analyze problems and determine alternative solutions, present ideas and information effectively. Analyze situations accurately and adopt an effective course of action. Adjust planned work accordingly, including emergencies when quick thinking is essential. Prepare correspondence, clear and comprehensive reports, and communicate effectively.
