Senior FMS Strategic Case Manager Job Summary As the Senior Strategic Case Manager, you will serve as a principal advisor and analyst within the Intensive Management Office (IMO), driving the management of the Army's most critical, high-visibility Foreign Military Sales (FMS) cases. You will operate in a fast-paced, high-stakes environment at the strategic nexus of security cooperation execution and Army headquarters policy, providing direct, daily support and decisive recommendations to the Army's most senior leaders, including the Secretary of the Army and ASA(ALT). Your analysis will directly influence critical decisions on FMS cases that have a strategic impact on Army equipping, readiness, and industrial base priorities. This role demands an expert-level understanding of the security assistance enterprise and the ability to operate with poise and authority in a classified, deadline-driven environment. Roles and Responsibilities
• Senior Leader Briefing and Decision Dominance: Develop and deliver
executive-level decision papers and briefings to Army Senior Leaders (GO/SES) to provide authoritative status updates on DASA DE&C operations and Presidential Drawdown efforts. Your analysis will provide critical insights and actionable recommendations that shape Army production line priorities and strategic resourcing decisions under tight deadlines.
• High-Tempo Reporting and Analysis: Drive the collection, verification, and
synthesis of acquisition and delivery data from across the enterprise. Orchestrate a rapid, accurate reporting rhythm to produce integrated daily and weekly products for senior leadership, ensuring decision-making is data-driven and based on the most current information available.
• Strategic and Operational Orders: Lead the rapid drafting and staffing of Armywide Operations/Execute Orders (OPORDs) and Fragmentary Orders (FRAGOs) for military equipment transfers. Expertly navigate the formal HQDA orders staffing process to secure concurrences and publish directives swiftly in response to national-level taskings.
• Presidential Drawdown Management and Coordination: Manage end-to-end
drawdown activities. Prepare for actions by participating in key meetings and
proactively forecasting future drawdowns. Coordinate closely with the Defense
Security Cooperation Agency (DSCA) to ensure Army equities are captured prior to the publication of DSCA Execute Orders (EXORDs). Upon receipt of DSCA EXORDs, prepare Department of the Army orders directing the release of defense articles and munitions, coordinate with Army leadership to gain approval, and sync with the Army Staff for follow-on delivery actions. Track the status of defense articles and munitions from authority through final delivery, and accurately develop, manage, and maintain a secure database of drawdown actions to serve as a rapid-response digital archive of approved articles.
• Intensive Case Management and Tasking: Lead the day-to-day strategic
oversight of high-priority FMS cases, driving daily and weekly due-outs for senior leadership. Task action items across the enterprise with authority to ensure timely and accurate responses, resolving complex issues before they reach the executive level.
• Senior-Level Interagency Coordination: Serve as a primary liaison to DSCA,
the Joint Staff, and other key partners, conducting senior-level coordination to
verify, clear, and publish orders for military equipment transfers and ensure
strategic alignment across government. Basic Qualifications
• Security Clearance: Must possess and maintain an active SECRET security
clearance.
• Education: Bachelor's degree in National Security Studies, International
Relations, Business, or a related field is required. Master's degree is highly
preferred.
• A minimum of eight to ten (8-10) years of professional experience within a
fast-paced, high-stakes environment within the Army Security Assistance
Enterprise (ASAE), the Defense Security Cooperation Agency, Joint Staff,
or OSW.
• Extensive, in-depth experience working directly with or for the Department
of the Army Secretariat (e.g., ASA(ALT)) and the Army Staff (e.g., G-3/5/7,
G-8).
• Demonstrated track record of preparing and delivering briefings and staff
actions directly to General Officer / Senior Executive Service (GO/SES)
level principals.
• Expert understanding of the entire FMS case lifecycle and mastery of
Army security cooperation policies, including technology transfer and
disclosure.
• Mastery of Army staff orders writing (e.g., OPORD/FRAGO format) and
the ability to navigate the formal HQDA orders staffing process with speed
and precision.
• Superior ability to synthesize complex issues into concise, actionable
recommendations for executive decision-making under extreme pressure.
• Proven ability to confidently and effectively brief complex topics and
provide decisive recommendations directly to the most senior leaders in
the Department of the Army.
• Exceptional poise, professionalism, and interpersonal skills for navigating
high-level interactions with senior military/civilian officials and their staff.
• Ability to operate with significant autonomy and a high degree of urgency,
anticipating requirements and driving outcomes.
Preferred Certifications
• Defense Security Cooperation University (DSCU) course completion at the
expert level.
• Project Management Professional (PMP) certification. Work Environment
• Location: This position is located in Arlington, VA.
• Schedule: This is a full-time, on-site position supporting high-tempo daily
operational rhythms in a classified, deadline-driven environment where priorities
can shift rapidly. Remote work is not authorized.
• Collaboration: This role demands constant, direct, and influential engagement
with GO/SES-level principals, their personal staff, and action officers across the
Army enterprise and interagency.
• Travel: May be required up to 10% of the time to CONUS locations for temporary
