CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support the Cybersecurity and Infrastructure Security Agency's (CISA) Office of Security Programs (OSP).

The Management Analyst shall assist and provide research, risk management, and cyber-physical security analytic support services to the government in an effort to reduce risks posed by small unmanned aircraft systems (sUAS) to critical infrastructure. The analyst provides quantitative, technical, and analytical expertise to support the program's emerging threats policy and assists with identifying trends in active shootings and emerging threat incidents. The individual delivers recommendations for continuous improvement to current and future program products and resources and assists with determining probable impacts of active assailant and emerging threats events. The analyst coordinates with internal and external stakeholders to support development and implementation of policy and strategy, and assists in preparing briefings, reports, and presentations for senior government officials.

Responsibilities may include (but are not limited to):

  • Support the development of UAS incident reporting criteria, establishing and maintaining a critical infrastructure UAS incident repository and conducting local, regional, sector and national-level incident trend analysis. The Contract shall also develop pre-incident indicators and/or industry alerts based on analysis findings.
  • Develop guidance to enhance SLTT and critical infrastructure capacity to manage UAS cybersecurity and physical risk. Guidance will include, but is not limited to, use of detection-only and C-UAS technology, requesting FAA flight restrictions, employment of non-technical C-UAS methods, identification of suspicious and pre-operational UAS activity, implementing render safe and chain of custody guidance, reporting UAS incidents, understanding and applying legal and regulatory UAS information, and mitigating UAS enabled cyber-attacks on connected systems.
  • Advise on the development and application of sUAS vulnerability assessments and UAS cyber and physical risk analysis for critical infrastructure. The Contractor shall also develop a process to collect and report meaningful feedback to inform future iterations or assessment tools and resources.
  • Advise, assist and support public and private sector outreach efforts to reduce UAS incidents by careless and clueless operators and enhance SLTT law enforcement and security staff response to non-compliant UAS operators.
  • Develop and implement processes to identify capability requirements, gaps, priorities, and solutions for UAS cybersecurity and C-UAS capabilities.

Anticipated salary range: $118,000 - $155,000.

Work Environment

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands

Travel

  • 0-10% / Minimal travel.

Basic Qualifications

  • Bachelor's degree.
  • Must be able to obtain DHS Suitability.
  • Minimum of 10 years of relevant, professional experience.
  • Demonstrated ability to conduct organizational analyses and develop systems and procedural improvements
  • Strong analytical, written, and oral communication skills; experience briefing senior-level officials
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.

  • U.S. Citizenship is required.

Preferred Qualifications

  • Master's degree.
  • Current, active DHS Suitability.
  • Familiarity with DHS, CISA, or critical infrastructure security programs.
  • Proficiency with data management and analytical tools such as PowerBI, SharePoint, and Excel.
  • Direct experience working within DHS.
