The State Corporation Commission's (SCC) Division of Public Utility Regulation (PUR) seeks an Analyst interested in a rewarding public service career. The Division of Public Utility Regulation provides support to the Commission in its regulation of Virginia's investor-owned electric, natural gas, water and sewer utilities, member-owned electric cooperatives, and the telecommunications industry. A Public Utility Regulation Analyst investigates electric, gas, water and sewer utility proposals for rate increases, certificates of public convenience and necessity, integrated resource plans, demand side management and energy efficiency programs, and renewable portfolio standard plans. The Analyst conducts jurisdictional and class cost of service studies of utility rate proposals; designs rates for each rate class to recover the revenue requirement; performs statistical analysis of utility proposals; and documents findings of investigations in pre-filed written testimony and reports. Once fully trained and dependent upon scheduled caseloads, the Analyst will have the opportunity to defend their findings at evidentiary Commission hearings as an expert witness. The SCC offers a hybrid work schedule (generally 3 days of telework and 2 days in office each week), career growth, and professional development opportunities including on-the-job training, certifications, and designations.
Preferred Qualifications
- Professional experience in financial or economic analysis
- Professional experience in utility cost of service studies, cost-benefit analysis, linear regression/statistical analysis, and knowledge of PJM energy and capacity markets is highly desirable but not required
- A bachelor's degree in Accounting, Business Administration, Economics, Finance, Public Policy, Statistics, or a related field
- Detail-oriented and organized with strong reading comprehension and analytical skills
- Ability to synthesize data and information to make sound recommendations
- Ability to communicate technical information clearly and concisely to both technical and non-technical audiences verbally and in writing
- Ability to effectively prepare and present oral testimony in a court proceeding
- Proficiency in Microsoft Word and Excel
- Ability to maintain effective working relationships with the representatives of utility companies, SCC staff, and the general public
- Candidates with a related degree but without relevant experience would be hired at the Associate level (Grade P-8) at the starting end of the posted salary range.

This position is classified in the SCC Salary Structureas a P-8 or P-10 and will be non-exempt or exempt from the provisions of the Fair Labor Standards Act (FLSA) depending on the candidate's qualifications and experience.
