Job Summary/Company : Sparks Group has partnered with a leading public sector organization to identify a Construction Project Manager to join their Capital Projects Division. This role is ideal for an experienced construction or engineering professional who thrives in a collaborative, mission-driven environment. You’ll oversee the full lifecycle of public facility projects — from planning and design through construction and closeout — ensuring they are delivered on time, within scope, and on budget.
Responsibilities :Manage capital improvement projects from inception through completion, including planning, design, procurement, construction, and turnover.
Oversee and coordinate activities of consultants, contractors, and vendors to ensure compliance with contracts, specifications, and project objectives.
Prepare bid and procurement documentation, cost estimates, and schedules.
Monitor project budgets and expenditures; review invoices, track funding, and ensure fiscal accountability.
Develop long-range capital project plans through analysis, research, and collaboration with senior leadership.
Communicate effectively with stakeholders including design teams, contractors, department leadership, and regulatory agencies.
Ensure all projects meet requirements for safety, quality, sustainability, and compliance with applicable codes and standards.
Participate in the preparation of program budgets, reports, and performance metrics.
Bachelor’s degree in Architecture, Construction Management, Civil, Mechanical, or Electrical Engineering (or a closely related field).
5+ years of experience in architecture, engineering, project management, or construction management.
Experience managing multiple complex capital projects in the public or private sector.
Proven ability to supervise professional staff and coordinate large, multi-disciplinary project teams.
3+ years of full lifecycle project management experience, including directing and leading technical teams.
Strong knowledge of construction means and methods, scheduling, cost estimating, bid process management, and contract administration.
Excellent communication, problem-solving, and stakeholder management skills.
Proficiency in Smartsheet and Bluebeam .
