Job Summary/Company : Sparks Group has partnered with a leading public sector organization to identify a Construction Project Manager to join their Capital Projects Division. This role is ideal for an experienced construction or engineering professional who thrives in a collaborative, mission-driven environment. You’ll oversee the full lifecycle of public facility projects — from planning and design through construction and closeout — ensuring they are delivered on time, within scope, and on budget.

• Manage capital improvement projects from inception through completion, including planning, design, procurement, construction, and turnover.

• Oversee and coordinate activities of consultants, contractors, and vendors to ensure compliance with contracts, specifications, and project objectives.

• Prepare bid and procurement documentation, cost estimates, and schedules.

• Monitor project budgets and expenditures; review invoices, track funding, and ensure fiscal accountability.

• Develop long-range capital project plans through analysis, research, and collaboration with senior leadership.

• Communicate effectively with stakeholders including design teams, contractors, department leadership, and regulatory agencies.

• Ensure all projects meet requirements for safety, quality, sustainability, and compliance with applicable codes and standards.

• Participate in the preparation of program budgets, reports, and performance metrics.

• Bachelor’s degree in Architecture, Construction Management, Civil, Mechanical, or Electrical Engineering (or a closely related field).

• 5+ years of experience in architecture, engineering, project management, or construction management.

• Experience managing multiple complex capital projects in the public or private sector.

• Proven ability to supervise professional staff and coordinate large, multi-disciplinary project teams.

• 3+ years of full lifecycle project management experience, including directing and leading technical teams.

• Strong knowledge of construction means and methods, scheduling, cost estimating, bid process management, and contract administration.

• Excellent communication, problem-solving, and stakeholder management skills.

• Proficiency in Smartsheet and Bluebeam .
