Assistant Director of Operations

Job Purpose
The Assistant Director of Programs provides day-to-day program leadership, staff supervision, quality assurance, and direct service delivery across RISE Services’ Individual Supported Employment and Community Guide/Housing programs.
This is a working, non-exempt leadership role that balances supervision and program oversight with approximately 20 billable hours per week of direct client services. The role is critical to maintaining service quality, staff accountability, compliance, and revenue integrity.
Some evening and weekend work is required to meet client needs, ensure program coverage, and support service continuity; however, this is not the norm and occurs as needed rather than on a routine schedule.
Key Responsibilities
Program Oversight and Service Quality
Oversee Individual Supported Employment and Community Guide/Housing programs across all states
Ensure services are delivered in accordance with approved authorizations, person-centered plans, program standards, and internal policies
Identify programmatic risks, trends, or service gaps and escalate concerns with recommendations
Staff Supervision and Leadership
Supervise Employment Program Managers and Community Guide staff
Facilitate weekly team meetings for Individual Supported Employment staff
Facilitate monthly team meetings for Community Guide staff
Provide required supervision and address performance concerns promptly
Caseload and Coverage Management
Manage case assignments and workload balancing across programs
Ensure program coverage and continuity of services
Monitor authorized hour utilization to prevent service gaps or lost revenue
Coordinate coverage during staff absences, vacancies, or transitions
Documentation, Compliance, and Quality Assurance
Ensure client file completeness and documentation accuracy
Oversee progress note audits and corrective actions
Reinforce documentation standards, timelines, and authorization alignment
Quarterly Reports and Discharges
Ensure quarterly reports are completed accurately and on time
Coordinate final review and distribution to support coordinators
Ensure reports and discharge documentation are uploaded and tracked appropriately
Training and Staff Development
Conduct program orientation for new staff
Provide ongoing coaching and program-specific training
Identify training gaps and recommend targeted supports
Direct Service Delivery
Provide approximately 20 billable hours per week of direct client services
Complete required employment plans and documentation
Model best practices in service delivery and professionalism
Other Duties
Perform other duties as assigned to support program stability, compliance, and quality outcomes
Qualifications
Required
Bachelor’s degree in Human Services, Social Work, Rehabilitation, Counseling, or a related field, or equivalent experience
Three to five years of experience in supported employment or community-based human services
Experience supervising staff or providing program leadership
Strong knowledge of documentation, compliance, and authorization requirements
Preferred
Experience working across multiple programs or states
Familiarity with CaseWorthy, Monday.com, or similar systems
Experience supporting audits or quality assurance activities
Physical Requirements
This role requires prolonged computer use, sitting, standing, walking, and frequent community travel. Occasional lifting of light materials up to 10 pounds may be required. Visual acuity and verbal communication are necessary for supervision, documentation review, and service delivery.
