Position Title: Engineering Technician II

Location: Mid-Atlantic Regional Maintenance Center

(MARMC), Norfolk Naval Shipyard, Portsmouth, VA

Security Clearance: Secret

Duties and Responsibilities

  • Conduct field and ship checks in accordance with the Planning Standard Operating Procedure (SOP), including proper use of personal protective equipment (PPE). Perform field investigations to assess existing conditions, confirm requirements, and identify special issues or solutions using ship check and stop work forms.
  • Identify and resolve issues related to Shipboard Hull, Electrical, Mechanical (HM&E), Piping, and Structural systems. Analyze the performance of components, assemblies and systems.
  • Provide technical guidance and review drawings, reports, material requests and other documents for technical adequacy and procedural compliance.
  • Measure and document factors affecting installation and equipment layout, such as distances for cabling and piping. Prepare master sketches showing proposed installations in relation to existing facilities, including all required specifications and dimensions.
  • Compile and maintain records of schematics, installed equipment, operational problems, resources used, and corrective action taken. Prepare inspection reports documenting deficiencies and deviations from original estimates and/or specifications and assemble documentation packages and drawing sets for review and approval.
  • Collaborate with engineering staff and other personnel to resolve technical and operational issues and establish and maintain objective quality evidence to support Continuous Process Improvement and strengthen technical products.
  • Maintain records and visual aids that accurately reflect the status of assigned jobs.
  • Review program and schedule boards to identify and resolve issues and to perform necessary rescheduling.
  • Maintain regular communication with the SME shop foremen, planner estimators, material coordinators, engineering personal (military and civilian), and customers to resolve issues, obtain technical and shop information, explain procedures and delays, and ensure cooperative working relationships among all parties.
  • Compile a post brief detailing outstanding work and forward it to Planners for resolutions.
  • Receive and review automated printout reports to identify inaccuracies, errors, or missing data, and update or correct records as needed.
  • Prepare inspection reports documenting deficiencies and any deviations from original estimates and/or specifications.
  • Prepare and interpret specifications, including calculating weights, volumes, and stress factors.
  • Participate in training and continuing education to stay current with on advancements in Naval Ship Systems.
  • Set up and operate standard and specialized testing equipment, review installation and quality assurance documentation, and demonstrate proficient with test and measurement tools such as vernier calipers, micrometers, hydrostatic testers, and vibration analyzers.
  • Assemble documentation packages and produce drawing sets for review and verification by a higher authority.
  • Plan, develop, implement, and manage repair and construction projects, including the scope of work, cost estimating, design concepts, technical requirements, contract preparation and project administration. Prepare technical specifications for complex repair and construction projects in accordance with organizational policies. (C962)
  • Installs, repairs, modifies, and opens a variety of locking mechanisms, including safes, vaults, and high-security locks, and establishes keying systems onboard Navy vessels. (C948)

Knowledge and Qualifications

  • Education: High School Diploma or equivalent
  • Experience: Minimum of eight (8) years of full-time hands-on technician experience in the assembly, overhaul, repair, modification, operation, troubleshooting, and maintenance of shipboard systems and equipment.
  • Experience must include the following: Thorough understanding of the Joint Fleet Maintenance Manual (JFMM) areas of planning and in-process work. Practical knowledge of Automated Work Request (AWR) write ups of structural, mechanical and electrical engineering concepts practices, regulations, policies, methods, and techniques. General knowledge of work package procedures, blueprints reading, drawings and Navy ships technical manuals to verify technical characteristics of part numbers and required materials for ship maintenance and repairs. Working knowledge in the use of computer hardware and software programs required in the performance of assigned duties i.e. Microsoft Office, Excel, Access and PowerPoint. Ability to analyze procedures, methods, and prepare written reports, conduct technical studies and develop sound recommendations.

Physical requirements for efficient navigation aboard US Navy ships

  • Contractors under the Production Department (C900) must possess the physical stamina to walk continuously for extended periods of time without experiencing significant fatigue. This includes traversing across inclined or uneven surfaces, through/into crowded/confined areas/spaces, up and down ladders/stairs, and in areas of varying environmental qualities.
  • Contractors under the Production Department (C900) must possess adequate upper and lower-body strength necessary to climb ladders, stairs, and ramps. The contractor should possess the physical strength, agility, endurance, and mental constitution required to work aloft (as required). This may require the contractor perform work over the side of a ship's hull, on the mast, or in areas on the superstructure and at a height that requires the use of a safety harness. This upper and lower body strength and endurance should also be sufficient for the contractor to hand-carry necessary tools, parts, materials, and equipment through narrow passageways, up and down ladders, and into/out of confined spaces.
  • Ability to work in confined, poorly lit, or poorly ventilated spaces, both indoors and outdoors, while enduring exposure to high temperatures, noise, and potentially slippery or uneven surfaces.
  • Comfortable with climbing narrow vertical ladders or stagings, often while carrying tools and equipment.
