About The Role

As the Plans and Strategy Lead (PSL)supporting a national security program space warfighting mission, you will be responsible for ex ecuting Joint Planning Processes (JPP) and Combatant Command ( COCOM )processes to transition desired strategies into daily NOC operations . You will evolve IC participation and contributions for interagency exercise s by assessing the quality and effectiveness of training and implementing informed changes within procedures, orders , plans and other deliverable products . A s the senior planning team member, you will oversee the capture of real world and training “ lessons-learned ” to facilit ate leadership and decision-maker review and approval. A successful candidate wi ll demonstr ate expert mission and space operations experience to develop criteria for consideration of effects-based operations against threats to IC systems . Additionally, the PSL will ensure team logistical support for contingency operations planning meeting s and workshops for IC and external partners ’leadership.

Responsibilities:

  • Lead team shaping of strategic order s, reports and other plans documents with senior experience implementing Adaptive Planning and Execution (APEX) and Joint Operational Planning and Execution Systems (JOPES)planning methodologies
  • Development T TPs, COAs and criteria for the optimization of effect-based operations
  • Adapt plans and procedures in consideration of ongoing integration of Indication and Warning (I&W) systems and tool capabilities and advise integration effort s
  • Determine effectiveness of current procedures and system capabilities ; compile “lessons learned” from both real-world events and exercise s for improved procedural changes
  • Maintain Awareness of current high-interest terrestrial and space-based activity effecting space domain , threat pattern of behavior as well as asset collection and mission priorities
  • Plan , monitor and prioritize optimal effects-based operations against threat to IC assets
  • P rovide logistical support for contingency operations planning meetings and workshops
  • Identify and inform decision-makers of any system , procedural or intelligence gaps and assumptions that may pose a risk to mission success
  • Work full-time on-site at a government facility in Springfield , VA

Qualifications

REQUIRED:

  • 12+ years ’ combined experience working in space defense operations and operations planning with Bachelors in related field ; 16 years of relevant experience in lieu of degree; 11+ years’ relevant experience with MS in related field
  • 7+ years’ combined IC /DoD exercise and planning process experience (i.e., JPP, APEX, JOPES)
  • 2+ years of combined related operations floor and project management experience working with I ntelligence Community and COCOMs
  • Active TS/SCI with adjudicated CI Poly 

PREFERRED:

  • 14+ years of combined prior space operations and DoD planning experience
  • Prior i ntegrated Joint Special T echnical Operations (STO) and Military Decision-Making Process (MDM P) experience
  • Prior military service in related fields : 5S USSF; USAF 13s (Officer) 1C6 ( Enlisted ) ; A rmy FA40 or FA59; Marine 8866 or 0540 specialty ( Weapons School g raduate or i nstructor desired )
  • Prior ex perience in Project Manager role , exercise planner and/or managing TTP s
  • Advanced understanding of orbital mechanics, flight safety tools and I&W systems
  • Advanced knowledge of foreign/domestic space & ground threat capabilities and space surveillance networks with prior experience in tasking space surveillance resources

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
