Technical Delivery Manager, Medicaid

Your Impact
As the Technical Delivery Manager on the Medicaid team, you bring clarity where it is missing. The team responds to novel analytic questions using Medicaid data, and this role is about listening across policy, technical, and government partner contexts, making sense of what is actually being asked, and turning that into clear decisions, shared expectations, and workable next steps.
As Technical Delivery Manager, you will build trust by identifying tradeoffs early, clarifying decision rights, and following through. This role holds both delivery responsibility for the Medicaid project while lending product skills as well. You work with strong project SMEs to document and support what gets built and when, and you make sure the team has the clarity, coordination, and tools needed to build it well. The team builds reports for CMS audiences, produced through a data pipeline that draws on national Medicaid data (e.g. T-MSIS). The data science team builds and runs that pipeline in Python and SQL. A policy and program SME provides Medicaid expertise and supports stakeholder relationships. You will not write code or be expected to understand dense policy documents, but you will work close enough to the team to scope work, set priorities, ask the right questions, and represent the work well to stakeholders.Our Culture

This position is 100% remote. Our entire team is also entirely remote across the United States, from the west coast to the east coast. There will never be a return-to-office, as we have none. This position's published base salary range is between $100,000 and $130,000 annually, plus generous benefits (e.g., For People pays 100% of Gold-tier employee health insurance premiums) and annual company profit sharing. Occasional paid travel may be required for on-site collaboration with government partners.Your Opportunities
On this project, you will:
- Facilitate problem framing exercises, gather assumptions, and explore options for ad-hoc requests, such as valid value changes, data quality enhancements, and one-off analyses
- Own the product roadmap. Create it with stakeholder input, keep it current and accurate, and run the roadmap reviews that keep partners aligned
- Translate jargon-heavy policy or technical inputs into clear requirements, acceptance criteria, and decision memos, then scope and prioritize that work with the data science and data engineering team
- Build enough working fluency in the team's data and build process to shape and scope requirements the data science team can act on
- Maintain a shared understanding of delivery expectations across partner teams, reducing communication and handoff gaps without micromanaging
- Own the risk register in consultation with the team's policy lead, documenting decision points and tradeoffs around complexity, level of effort, and feasibility
- Own reporting readiness and delivery for the monthly reports: make sure the clearance process runs predictably and hold sign-off on each report's delivery
- Prepare and deliver leadership-ready summaries that translate complex work into understandable, defensible narratives
You Bring

- 4 to 5 years of experience in delivery, product management, or discovery roles on technical or data-heavy programs
- Experience owning product priorities or a roadmap, including saying no and explaining why
- Familiarity with agile delivery practices and the ability to support planning ceremonies
- Comfort reading and reasoning about data pipeline work in Python and SQL, enough to scope it, prioritize it, and translate it into plain-language summaries
- Government experience. State or federal health agency experience preferred
- Comfort working with high-profile government partners and high-stakes, high-visibility programs
- Comfort switching between the big picture and the details
- Strong synthesis and written communication, for example requirements, decision memos, risk summaries, and leadership briefings
- The ability to operate in ambiguous situations, acting on the question of where the team needs clarity and how to get there
- Awareness of government pace: the ability to over-communicate, anticipate and proactively address roadblocks, document, and follow through
- Comfort working in partnership with a strong leadership team, navigating overlaps and gaps in responsibilities
It Would Be Great If You Also Have
- Experience with CMS or other federal health agency programs and systems
- Familiarity with Medicaid data or other large-scale health data
- Experience navigating stakeholder approval and formal clearance pathways
Some fine print: You will be working on a federal government engagement, which carries a few basic requirements for contractors like ourselves. You must perform all work physically within the United States at all times. In addition, you must be a United States citizen and be able to pass a public trust background check.
