Program Manager (Acquisition SME)
We are seeking a Program Manager (Acquisition SME) to serve as a senior advisor and lead supporting Defense Business Systems (DBS) and IT capability lifecycles. This role will oversee complex, multi-functional teams and provide leadership across contract operations, acquisition strategy, compliance, and digital transformation initiatives .
This role is part of an upcoming federal program and is expected to move forward pending final award.
Responsibilities- Serve as a senior advisor for DBS and IT capability lifecycle management
- Lead and oversee large, multi-functional teams and day-to-day contract operations
- Drive strategic planning, risk mitigation, and performance tracking
- Ensure acquisition and procurement compliance across programs
- Conduct independent programmatic reviews and support portfolio oversight
- Lead initiatives in:
- Business Process Reengineering (BPR)
- Organizational Change Management (OCM)
- Digital transformation outcomes
- Capture and implement lessons learned across programs
- Support development and execution of acquisition strategies and documentation
- PMP or equivalent senior-level Project Management certification
OR relevant degree in Project Management - DAWIA Advanced / Level III / Professional Certification in:
- Program Management OR Contracting
- 15+ years of experience in: Program management, Government acquisition
- 10+ years supporting DoD or DLA in DBS acquisition lifecycle management
- Demonstrated experience with:
- Developing acquisition strategies
- Analyzing source documentation
- Authoring acquisition documentation
- Ensuring compliance with the Adaptive Acquisition Framework (DoDI 5000.02)
- 15+ years of progressively responsible leadership in IT or consulting environments
- Including experience supporting major acquisition milestones and portfolio reviews
- Master's degree in a relevant field, such as: MBA, Management, Information Technology, Public Administration, Project Management, Related discipline
- Experience supporting ACAT I / BCAT I programs
- Ability to educate and guide teams on DoDI 5000 compliance
- Experience with:
- Lean Six Sigma
- Business Process Reengineering (BPR)
- Continuous Process Improvement (CPI)
- Experience implementing:
- Agile methodologies
- DevSecOps within the DoD acquisition lifecycle
