Position Summary:

The Fuels Analyst will evaluate the reliability, resiliency, and redundancy of fuel infrastructure and associated control systems that support federal and military missions. This role requires a strong technical background in fuels systems and related industrial infrastructure, including petroleum, natural gas, coal networks, Defense Fuel Support Points (DFSPs), pipelines, and global fuel distribution systems. Responsibilities include collecting, analyzing, and interpreting system data; identifying vulnerabilities and cross-infrastructure dependencies; and preparing clear, actionable reports and recommendations. Strong teamwork, collaboration, and communication skills are essential. The Analyst must be able to articulate technical issues to clients and colleagues, deliver formal presentations, and produce professional written reports. Primary clients include organizations within the Department of War (DoW).

Essential Functions:

  • Participate in planning activities for virtual meetings and site assessments. Review system drawings, specifications, and documentation to verify compliance with applicable standards and operational requirements.
  • Conduct virtual and on-site assessments of fuels infrastructure to evaluate system condition, configuration, and operational performance. Review mission data and operational guidance to determine asset criticality and identify single points of failure.
  • Perform field surveys and analyze maps, diagrams, and infrastructure data to identify deficiencies, risks, and opportunities for improvement across fuels networks.
  • Conduct fuels infrastructure analysis of petroleum, natural gas, and coal systems, including DFSPs, pipelines, and global fuel networks.
  • Analyze areas of interest to identify physical and logical connections between mission assets, network components, and supporting infrastructure, including cross-sector dependencies, common corridors, vulnerabilities, and potential threats. Develop mitigation and remediation options based on findings.
  • Complete desktop analyses and on-site assessments across DoW locations worldwide.
  • Collect and interpret data related to infrastructure capacity, system performance, and environmental or threat-based vulnerabilities.
  • Evaluate operational efficiency of fuel systems and document findings.
  • Prepare engineering reports detailing analyses, vulnerabilities, and recommendations for improvement and risk mitigation.
  • Develop original reports, edit team submissions, and coordinate contributions to ensure high-quality and timely deliverables.
  • Conduct peer reviews, editing, and adjudication of technical documents for accuracy and clarity.
  • Address taskings from internal teams, DoW stakeholders, and organizational initiatives in a responsive and professional manner.
  • Maintain proactive workload management with a rolling 30-day outlook to meet deadlines and identify resource needs.
  • Participate in engineering meetings, internal development sessions, tabletop exercises, and training activities.
  • Maintain a strong customer service mindset by addressing client needs promptly and effectively.
  • Travel to various locations as required for assessments and mission support.
  • Provide rapid analysis and comprehensive responses for quick-turn requirements and exercise support.
  • Monitor current events affecting infrastructure sectors and assess potential mission impacts.

Competencies:

  • Working knowledge of DoW-owned and civilian-owned fuels infrastructure, networks, and operational requirements across CONUS and OCONUS locations.
  • Engineering Assessments (Field Work).
  • Ability to climb ladders and to walk distances over rough terrain.
  • Preferred experience with DoW Unified Facilities Criteria (UFC) requirements.
  • Preferred knowledge of LEED, IEEE, NERC, FERC, NFPA 70 and other Federal, State and Local Codes.
  • Experience with ESRI software and other analytical applications used for infrastructure assessment.
  • Experience with Microsoft SharePoint, Teams, and Office products with an emphasis on Excel.
  • Knowledge of infrastructure threats and the ability to provide mitigation strategies for physical and cyber vulnerabilities.
  • A collaborative team player who can effectively work within groups to achieve project objectives.
  • Portraying a professional image when interacting with clients and installation personnel. Adhering to the RMC dress policy for assessments, engagement, attentiveness, and interactive.
  • Capability to work within small groups and present findings clearly.
  • Excellent command of the English language, both written and spoken, ensuring effective communication in a professional context.
Requirements:

Education & Experience Requirements

  • Four year college degree in engineering, fuels management, petroleum engineering, mechanical engineering, or a related discipline.
  • 5+ years of experience in fuels infrastructure, petroleum systems, pipeline operations, energy logistics, or related fields.
  • Familiarity with federal fuels standards, DoW fuels policies, and applicable regulatory requirements.
  • Military background or experience supporting military fuel systems, DFSP operations, or installation level infrastructure.
  • Strong writing skills

Desired Certificates & Licenses:

  • 4-Year+ Accreditation Board for Engineering and Technology (ABET) Accredited Degree in Engineering
  • Associate’s degree or Advanced Post Secondary diploma in petroleum technology, fuels operations, pipeline technology, or a comparable field.
  • Completion of a Vocational-Technical (VoTECH) program or certificate with a focus on fuels systems, petroleum handling, pipeline operations, or energy infrastructure.

Other Requirements:

  • Hybrid Position: This is a hybrid position where you will be working 4 days in office and 1 day remote.
  • Security Clearance: Obtaining a DoW Top Secret clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel CONUS and OCONUS up to 25% of the time.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
